Pass a Resolution authorizing the City Manager, or the City Manager’s designee, to: 1) accept a grant award of $2,067,500 in Urban Area Security Initiative (UASI) grant funding from the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), via the California Office of Emergency Services (Cal OES); 2) establish an operating grant project (G11016918) to implement the grant; 3) establish revenue and expenditure budgets in the amount of $2,067,500 in G11016918 to implement the project; and 4) maintain three Full Time Equivalent (FTE) positions: one Police Lieutenant, one Program Manager, and one Program Analyst, previously authorized by Resolution 2013-0308 and maintained by Resolutions 2014-0416, 2016-0363, and 2017-0461.

Description/Analysis

 

Issue Detail: The Sacramento Police Department (SPD) is requesting authorization to accept $2,067,500 in Federal Fiscal Year 2018 (FFY 2018) Urban Area Security Initiative (UASI) grant funding from the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), via the California Office of Emergency Services (Cal OES). The funding will be used to continue implementing the goals and objectives of the Sacramento Regional Homeland Security Program. The term of the grant award is 32 months beginning September 1, 2018 and ending May 31, 2021. The previous award to the SPD under this federal program was a FFY 2017 appropriation, the performance period of which expires May 31, 2020.  Under the terms of the FFY 2018 award, expenses related to the grant’s activities may be charged retroactively to the grant effective September 1, 2018. 

 

Policy Considerations: Adopting the proposed Resolution is consistent with City Council Resolution 2017-0246: 1) Section 11.1 which requires City Council approval to establish an operating grant of $100,000 or more; and 2) Section 11.3, which requires City Council approval when such action is a condition of funding from the grantor.

California Environmental Quality Act (CEQA): This proposal does not constitute a “project” and is therefore exempt from the CEQA process per California Public Resources Code Section 21065.

Rationale for Recommendation: The funding will be used to continue implementing the goals and objectives of the Sacramento Regional Homeland Security Program, specifically focusing on five areas: 1) Planning; 2) Training; 3) Exercise; 4) Regional Fusion Center; and 5) Community Disaster Preparedness.

 

Financial Considerations: The $2,067,500 grant award will provide funding to develop and enhance plans, protocols, and systems of the Sacramento Regional Homeland Security Program; provide training and education to emergency personnel and community stakeholders; and support a portion of the salary and benefit costs incurred by the three Full Time Equivalent (FTE) positions. Funds allocated under this award will support the salary and benefit expenses through May 2021. If future allocations are not made available prior to May 2021 to continue supporting the FTE positions funded by the grant program, the positions will be eliminated.
