Pass a Resolution authorizing the City Manager or the City Manager’s designee to: 1) accept a PetSmart Charities Award in the amount of $100,000; 2) execute all documents necessary to accept the PetSmart Charities Award; 3) establish the PetSmart Charities Grant Project (G21001900); and 4) establish revenue and expenditure budgets in the PetSmart Charities project (G21001900) in an amount not-to-exceed $100,000.

Description/Analysis

 

Issue Detail: The Front Street Shelter has been awarded a PetSmart Charities Grant in the amount of $100,000 to help fund their Ending Homelessness for People and Pets Program. For the past six years, the Front Street Animal Shelter’s program has provided free services to pet owners experiencing homelessness at no charge to the pet owner. This past year, the City of Sacramento opened its first no-barrier human shelter for 200 people, their pets, and their possessions.  Previous and concurrent to the efforts at the homeless shelter, the Front Street Shelter paid for all product costs associated with the veterinarian assigned to the Sacramento Police Department Impact Team.  The funds from this grant will be used to help offset the some of the costs associated with this program.

 

Policy Considerations: The recommendations in this report are in accordance with Resolution 2018-0235, Section 11, which requires City Council approval to establish an operating grant of $100,000 or more.

Rationale for Recommendation: The staff at the Front Street Shelter manage the general care, veterinary care, and supplies for 150 animals of the homeless. This funding will help to provide care at the current homeless shelter and any future shelters that open in the City. Care includes: food, crates, bedding, leashes, collars, vaccinations, flea treatment, microchipping, spay and neuter surgeries, medical treatment for illnesses, injuries, and emergencies, behavior training, a dedicated Animal Care Technician, and weekly visits from a veterinarian. The goal of this project was to build trust with persons living in the homeless camps within our city and provide preventative veterinary care to the most at-risk pets in our community.  The Front Street Shelter requires the funding from this grant to continue to pay for the services and supplies needed to operate their Ending Homelessness for People and Pets Program.

 

Financial Considerations: The PetSmart Charities Award is to be established as G21001900; it has no requirement for matching funds from the City. The revenue and expenditure budgets will be established in the amount of $100,000 in the Operating Grants Fund (Fund 2702).  This one-time grant shall be issued in accordance with this following schedule:
