Pass a Motion authorizing the City Manager or City Manager’s designee to execute Contract Supplemental No. 7 to Contract 2012-1019 with Motorola Solutions, Inc. to provide City-Wide and mandatory upgrade and implementation services for the City’s voice radios for $482,028 increasing the contract amount for a new not to exceed amount of $2,735,590.

Description/Analysis

 

Issue Detail:  The City of Sacramento along with a number of public safety and local government partner agencies utilize the Sacramento County’s Sacramento Regional Radio Communication System (the “System”) for emergency and critical radio communication needs. The entire System is in the process of upgrading all the local government and first responder radios from the existing analog system to a digital protocol, P25. As part of the System transition from analog to digital, each radio that utilizes the System must be reprogrammed or upgraded with the necessary software to enable radio operations on the new infrastructure.  This contract extension with the City’s current radio maintenance vendor, Motorola, will provide service continuity and support during the transition. 

 

Policy Considerations:   The requested action is in conformance with City Code Chapter 3.64, Contracts for Professional Services, and in accordance with the goals, objectives, initiatives and operating principles of the City’s Digital Strategy.

 

Economic Impacts: None.

 

Environmental Considerations:  The report concerns administrative activities that will not have a significant effect on the environment and is exempt from CEQA review [CEQA Guidelines Sections 15061(b)(3); 15378(b)(2)].

 

Sustainability:  Not applicable.

 

Commission/Committee Action:  Not applicable.

 

Rationale for Recommendation:  The City of Sacramento’s land mobile radios are critical to both government operations and public safety. The City has purchased its radios from Motorola for over 25 years and has contracted with Motorola to provide radio maintenance services during that time. Motorola is uniquely qualified to provide radio maintenance services for the radios they manufacture and transitioning to another vendor during the radio P25 reprogramming would be detrimental and result in unnecessary confusion for support during this critical effort. It is recommended that the City maintain and extend its contract with the current vendor for the completion of the transition work.

 

Financial Considerations:  Sufficient funds are available in the user organizations’ FY2018/19 operating budget to execute Contract Supplemental No. 7 with Motorola Solutions, Inc. increasing the amount by $482,028 for a new contract amount not to exceed of $2,735,590.

 

Local Business Enterprise (LBE):  The City’s LBE program requirements do not apply to cooperative purchase agreements bid by other agencies.  The amendments related to this agreement was entered into prior to enactment of the City’s LBE participation requirements.
