Recommendation

Pass a Motion authorizing the City Manager or the City Manager's designee to: 1) execute a Non-Professional Services Agreement with West Coast Arborists to provide Tree Pruning, Trimming and Related Services for an initial term of one-year with the option to extend for two additional years, for a total amount not-to-exceed $450,000; and 2) execute the one-year extensions, provided that sufficient funds are available for this purpose in the budget adopted for the applicable fiscal years.

Description/Analysis

 

Issue Detail: The Department of Utilities (DOU) has an ongoing need for Tree Trimming, Pruning and Related services.

 

Policy Considerations: City Council approval is required for contracts of $100,000 or more.

 

Economic Impacts:  None

 

Environmental Considerations: The Community Development Department, Environmental Services Manager has reviewed the project and determined that it is exempt from the provisions of the California Environmental Quality Act (CEQA) under Section 15301(h) of the CEQA Guidelines.  The proposed activity is for a professional services agreement for maintenance services of existing landscaping, native growth and water supply reservoirs.

 

Sustainability: Not Applicable.

 

Commission/Committee Action: Not Applicable.

 

Rationale for Recommendation: On August 3, 2018, the Department of Utilities advertised a Request for Qualifications (RQP) for Tree Trimming, Pruning and Related Services.  The project was publicly advertised, and submittals were received and opened on August 23, 2018.  One submittal was received from West Coast Arborists and has been determined to be responsive.    

 

Financial Considerations: The Tree Pruning, Trimming and Related Services Agreement has an initial term of one year with two optional renewals.  The estimated annual cost is $150,000 per year with a maximum not-to-exceed amount of $450,000 over the three-year term. 

 

Sufficient funding is available in the Department of Utilities FY2018/19 Operating Budget through June 30, 2019. Services received after June 30, 2019 are subject to funding availability in the budget adopted for the applicable fiscal years.  Services for each project will be requested, at the time the request for maintenance is made, provided that sufficient funds are available in each of the projects.

 

There are no General Funds allocated or planned for this project.
