Description/Analysis
Issue Detail: On October 1, 2018, Invitation for Bid (IFB) No. B19171131002 was released via the City’s bid portal (Planet Bids) to solicit bids for the purchase of audio-visual equipment for the Sacramento Memorial Auditorium. Coda Technology Group was the only entity that submitted a bid. Based on the IFB process, staff recommends awarding a contract for the purchase of the audio-visual equipment to Coda Technology Group for a total not-to exceed amount of $411,065.
The audio-visual equipment shall include:
• 1 Mixing Console, Digital, 28 Faders
• 1 Mixing Console Engine, 64 Input
• 6 Loudspeakers, Subwoofer Modules with associated accessories
• 16 Loudspeakers, Full Range, Line Array Modules with distribution racks and
associated accessories.
As part of the design of the Sacramento Memorial Auditorium Renovation, the acoustical consultants have identified the Allen & Heath mixing consoles and Eastern Acoustic Works (EAW) loudspeaker system as the recommended products for the Sacramento Memorial Auditorium. The procurement of this audio-visual equipment was transferred from the general contractor to the City as a means of cost savings.
Policy Considerations: The recommendations in this report are consistent with the provisions of Sacramento City Code Chapter 3.56: Purchasing of Supplies and Services. Per City Code 3.56.090, all contracts of one hundred thousand dollars ($100,000) or more shall be awarded by the City Council.
Economic Impacts: None.
Environmental Considerations: Under the California Environmental Quality Act (CEQA), continuing administrative activities, such as what is recommended in this report, does not constitute a “project”. [CEQA Guidelines section 15378(b)(2).]
Sustainability: None.

Rationale for Recommendation: There was only one bid submitted and it was from Coda Technology Group. City staff evaluated the bid and determined the Coda Technology Group is the lowest responsible and responsive bidder.

Financial Considerations: There are sufficient funds available in the Convention Center Complex Renovation Project (M17100100) to cover this purchase.
Local Business Enterprise (LBE): Coda Technology Group is not an LBE vendor. The minimum LBE participation is waived because of the limited number of local suppliers of this specialized equipment.
