Recommendation

Adopt a Resolution authorizing the City Manager, or City Manager’s designee, to: 1) accept $367,710 in Fiscal Year (FY) 2017/18 COPS Growth program funding from the County of Sacramento; 2) establish an operating grant project (G11017400); 3) establish the necessary operating grant expense and revenue budgets in an amount up to $367,710 in the FY2017/18 COPS Growth grant project (G11017400); and 4) adjust the necessary operating grant expense and revenue budgets in the FY2017/18 COPS Project (G11017400), based on actual disbursements received.

Description/Analysis

 

Issue Detail: California Government Code Section 30029.05 establishes extended funding in the Enhancing Law Enforcement Activities Growth Special Account and thereafter in each county treasury for the purpose of the Citizens’ Option for Public Safety (COPS) Growth Program and requires monies from this fund to be distributed amongst the cities within each county in accordance with the relative population of each incorporated city. The Fiscal Year (FY) 2017/18 growth allocation for the City of Sacramento is $367,710.

 

Policy Considerations: The recommendations contained in this report are consistent with City Council Resolution 2018-0235, which requires City Council approval to establish an operating grant and adjust budgets of $100,000 or more.

 

Economic Impacts:  None

 

Environmental Considerations: Not applicable.

 

California Environmental Quality Act (CEQA): This funding is exempt from the CEQA process as it will not cause a direct or indirect physical change in the environment and therefore does not constitute a “project” as defined in CEQA Guidelines, Sections 15061(b)(3), 15378(b)(2) and 21065(b).

Rationale for Recommendation: COPS Growth Program funding is distributed in accordance with the above referenced sections of the California Government Code.  Use of the funds is restricted to those activities which directly support frontline municipal police services. These funds will be utilized to support PD’s specialized unit, Air Operations.

 

Financial Considerations: This funding does not require additional resources from the City’s General Fund.  Funds must be used to supplement, not supplant, existing resources.

 

Local Business Enterprise (LBE): Purchases with this funding will be made in accordance with the City’s LBE program, when applicable.
