Description/Analysis

 

Issue Detail: On November 28, 2017, the City Council adopted a resolution (2017-0446) that called for a November municipal election for the purposes of electing City Councilmembers to Districts 1, 3, 5, and 7 if needed, as well as voting upon any measures. The Council also adopted resolutions that consolidated the elections with the statewide primary and general elections and requested authorization from the Board of Supervisors to allow the County Registrar of Voters to provide needed election services. 

 

On July 31, 2018, the City Council adopted a resolution (2018-0318) that called for the placement of two measures on the November municipal election ballot: a measure pertaining to a transaction and use tax (Measure U) and the Sacramento City Charter Amendment and City Code Repeal Regarding the City Auditor (Measure K).

 

As the incumbent City Councilmembers for Districts 1, 3, 5, and 7 were elected by a majority vote in the June 5, 2018 election, a run-off election for those districts was not required to be held in November.

 

The November 6, 2018 election has occurred, the Sacramento County Registrar of Voters has certified the results, and the City Clerk has received the official Certificate of Facts. Adopting the resolution accepting the election results is the final action that completes the November 6, 2018 election process. Accepting the election results as certified by the Sacramento County Registrar of Voters will enter the vote into the official record of the City and allow for certification and the confirmation of the November 6, 2018 election.

 

Policy Considerations: This action is consistent with California Elections Code and the Sacramento City Charter.

Rationale for Recommendation: The City of Sacramento held a municipal election on November 6, 2018 for the purpose of voting on two measures, Measure U and Measure K. Pursuant to the results contained in the Certificate of Facts (Exhibit A to the Resolution), the number of votes received in support of Measures U and K was more than a majority and therefore sufficient for the passage of both measures.

 

Financial Considerations: The County has not yet invoiced the City of Sacramento for the November 6, 2018 election. However, the County provided a preliminary estimate of $230,543 (the estimated cost for the first citywide measure was $217,316, and $13,227 for each additional measure).  There is sufficient funding for the election costs.
