Description/Analysis

 

Issue Detail: The Department of Youth, Parks, & Community Enrichment is seeking approval to award a contract to Saenz Landscape Construction, Co. for the Oak Park CPTED Improvements projects.

 

The Oak Park CPTED Improvements project (L19706034) consists of demolition, concrete flatwork, river cobble paving, electrical, benches, monument sign, fencing and landscape improvements.

 

Construction of the Oak Park CPTED Improvements projects is expected to be completed by end of February 2019.

 

Oak Park Community Center is a 8.10-acre community park located at 3425 Martin Luther King, Jr. Blvd., in Council District 5.

 

Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required to enter into construction agreements over $100,000.

 

Providing parks and recreation facilities is consistent with the City’s general plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

 

Economic Impacts: The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

The park construction projects in the amount of $152,912 is expected to create 0.61 jobs (0.35 direct jobs and 0.26 indirect jobs through indirect and induced activities). Furthermore, it will create $94,413 in total economic output ($59,509 of direct output and $34,904 of output through indirect and induced activities).

 

Environmental Considerations: The proposed project has been determined to be exempt from environmental review under California Environmental Quality Act (CEQA) Guidelines Section 15304, Minor Alterations to Land. The project consists of minor alterations to the park site and new landscaping, and does not include the removal of healthy, mature, scenic trees. No significant effects would occur. Cumulative effects have been considered in the 2035 General Plan Master Environmental Impact Report.

 

Sustainability: The park improvements are consistent with sustainable design through the use of recycled materials and local suppliers.

Rationale for Recommendation: The formal bidding process for the Oak Park CPTED Improvements projects was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bids were opened on September 26, 2018. Staff received 3 bids and the results are listed below:

The low bidder was determined based on the total bid amount. The Engineer’s Estimate for the base bid was $120,500 and $52,000 for the additive alternates, for a total amount of $172,500.

 

The low bidder was determined on the base bid plus all additive alternates.

 

Pursuant to City Code Sections 3.60.020, it was determined that Saenz Landscape Construction, Co. offered the lowest responsive bid and is a responsible bidder. The contract will be awarded for the base bid in the amount of $152,912.

 

Financial Considerations: The total contract amount is for the base bid only of $152,912. The Oak Park CPTED Improvements project is not awarding any of the additive alternate items.

 

There is sufficient funding in L19706034 to award the contract.

 

These are existing parks; the annual maintenance and utilities costs are covered in the

Department of Youth, Parks, & Community Enrichment’s operating budget for maintenance, water, and utility costs for the budget adopted in the applicable fiscal year.

 

Local Business Enterprise (LBE): At an LBE percentage of 6.82%, Saenz Landscape Construction, Co exceeded the 5% LBE participation requirement.
