Description/Analysis

 

Issue Detail: The Department of Utilities (DOU) has an ongoing need to purchase Coffing Electrical Wire Rope Hoists to ensure proper operation of its drainage pump stations.

 

DOU operates 104 pump stations throughout the City.  There are filter screens that protect the pumps from debris such as tree limbs or other large debris that enter the drainage system.   The screens ensure that debris is not allowed to reach the pumps which could lead to serious and sometimes catastrophic pump failure.  The hoists are used to position the screens for cleaning.  If a screen was to clog, it could keep storm drainage from flowing into the pump station and lead to a potential surcharge in the collection system, street flooding, or possible collapse of the screen itself.

 

Policy Considerations: City Council approval is required for contracts of $100,000 or more.

 

Economic Impacts:  None

 

Environmental Considerations: The Community Development Department, Environmental Services Manager has determined that the proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378(b). The activity is a continuing administrative or maintenance activity, such as the purchase of supplies and/or personnel-related action and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).

 

Sustainability: The purchase of the hoists is consistent with the City’s Sustainability Master Plan by improving infrastructure reliability, which will reduce energy-intensive maintenance efforts.

 

Commission/Committee Action: Not Applicable

 

Rationale for Recommendation: On October 25, 2018, the Department of Utilities advertised Invitation for Bid (IFB) B19141161010 for Coffing Electrical Wire Rope Hoists.  One bid was received and opened on November 14, 2018.  CraneWorks, Inc. is the only vendor that submitted a bid.

 

CraneWorks, Inc. has been providing this equipment to City for the last three years.  City Staff is satisfied with their performance and recommends awarding a contract to CraneWorks, Inc. for three years through December 31, 2021.

 

Financial Considerations: The Coffing Electrical Wire Rope Hoists contract will have an approximate average annual expenditure rate of $75,730 with a maximum not-to-exceed amount of $227,192 over the 3-year term. 

 

Sufficient funding exists in the Department of Utilities FY2018/19 operating budget for purchases made through June 30, 2019.  Purchases made after June 30, 2019, are subject to funding availability in the adopted budget for the applicable fiscal year.

 

Local Business Enterprise (LBE): CraneWorks is not an LBE.  The minimum LBE participation requirement is waived for the procurement of supplies totaling greater than $100,000 because of the limited number of local suppliers and because subcontracting is generally not practical or financially beneficial to the City.
