Pass a Motion: 1) authorizing the City Manager or the City Manager's designee to execute Change Order No. 6 to Contract No. 2015-0029 with Unger Construction Company for the Old Sacramento Infrastructure Project (C13000730), in an amount not to exceed $270,305 for a revised total contract amount not to exceed $8,859,237; 2) ratifying Change Order No.4 and No.5 for this project issued under City Manager authority; 3) and resetting the City Manager Authority to issue change orders.

Description/Analysis

Issue Detail: The Old Sacramento Boardwalk was constructed nearly 30 years ago, and the wooden boardwalk required replacement. In June 2013, an assessment was conducted, and the report identified the need to install new hand rails, access ramps, rail crossings at J Street, K Street and L Street, detectable warning devices, street crossings along Front Street, as well as the construction of new stamped and colored concrete decking, additional landscaping, lighting, and electrical services. The City hired Unger Construction Company in January 2015 under City Agreement 2015-0029 to design and build the boardwalk improvements.

During construction, the project encountered many unforeseen conditions which increased project scope, particularly in the right-of-way areas at J Street, K Street and L Street. Lack of existing accurate record drawings contributed to the many unforeseen conditions.
