Adopt a Resolution authorizing the City Manager, or the City Manager’s designee, to: 1) apply for and accept the FY 2017 Edward Byrne Memorial Justice Assistance Grant (JAG) Program Award, in the amount of $248,327; 2) establish an operating grant project (G11016400) for the FY 2017 Edward Byrne Memorial JAG Program Award; and 3) adjust the revenue and expense budgets in the operating grant project (G11016400) for the award amount of $248,327.

Description/Analysis

 

Issue Detail: The US Department of Justice’s (DOJ) JAG Program provides funding to state and local governments to support projects that improve or enhance: law enforcement programs; prosecution and court programs; prevention and education programs; planning, evaluation, and technology improvement programs; and programs for victims of and witnesses to crimes.  Permissible uses of award funds are personnel, equipment, supplies, contractual support, training, technical assistance, and information systems.  Awards are determined by the DOJ using a formula based on the three-year violent crime average reported to the Federal Bureau of Investigation. The Federal FY 2017 allocation for the City of Sacramento is $248,327.  The Sacramento Police Department (SPD) proposes to use this allocation to continue support for its helicopter operations program.

 

Policy Considerations: The recommendations contained in this report are consistent with City Council Resolution No. 2018-0235, Section 11, which requires City Council approval to accept grant funding, establish a grant project, and appropriate funding when the grant award is $100,000 or more, and when such action is required by a grantor.

Rationale for Recommendation: The SPD has an aircraft fleet of four helicopters and one fixed-wing airplane.  The fleet of four helicopters includes the new Bell 505 that was picked up at the end of November 2018 and an old helicopter that will be retired and used for parts at the end of December 2018.  Currently, there are no general fund resources available to support the on-going maintenance and operation costs of these vehicles. Without JAG grant funding, the SPD would be forced to ground its entire fleet, which would adversely impact the Department’s law enforcement capabilities.

 

Financial Considerations: In accordance with the terms of the grant program, federal funds must be used to supplement existing general fund resources. Grant funds shall not replace or supplant non-federal funds that have been appropriated for the same purpose.
