Recommendation

Adopt a Resolution authorizing the City Manager or City Manager’s designee to: 1) execute the Grant Project Delivery Agreement for the Urban Greening Grant for the Railyards Street Improvements between the City of Sacramento and Downtown Railyard Venture (DRV); 2) execute any amendments to the Agreement that are required by the California Natural Resources Agency, if the amendment is approved as to form by the City Attorney and does not increase the City’s financial obligations; 3) establish a new Capital Improvement Project (CIP) for the Railyards Green Streets Project (T15195100); and 4) establish $2.0 million in revenue and expenditure budgets in T15195100 with Other Capital Grants (Fund 3704).

Description/Analysis

 

Issue Detail: Senate bill 859, which was signed into law on September 14, 2016, authorized the expenditure of $1.2 billion in Cap and Trade revenues, also known as the Greenhouse Gas Reduction Fund, for projects aimed to reduce greenhouse gas (GHG) emissions. The California Natural Resources Agency was allocated $80 million, from the $1.2 billion, to its Urban Greening Program. 

 

Consistent with AB 32, the Urban Greening Program funds infrastructure projects that reduce greenhouse gases by decreasing energy consumption and reducing vehicle miles traveled, while also transforming the built environment into places that are more sustainable and create healthy and vibrant communities.

 

On April 25, 2017, the City Council approved an application for Urban Greening Grant funds for the Railyards Green Streets Project (Resolution 2017-0138). On May 22, 2018, the City of Sacramento and California Natural Resources Agency executed a Grant Agreement No. U29128-0 (the Grant Agreement) (Attachment 2) in an amount not to exceed $2 million for the Railyards Green Streets project. The Railyards Green Streets project will fund complete streets elements for the Railyards Streets, including sidewalks, Class I and II bike trails, tree planting, and storm water management, all of which are a portion of subdivision improvements required for the final parcel map for The Railyards Unit No. 2.

 

Under the Grant Project Delivery Agreement for the Urban Greening Grant for the Railyards Street Improvements (Attachment 3), DRV, which owns the private property in the Railyards, will construct the Railyards Green Streets Project in accordance with the Grant Agreement, including bid/award processes that are consistent with State and City requirements. DRV will provide the funding to construct the Railyards Green Streets project, and once the City receives the grant funds from the State, it will make an amount equal to the grant funds available to DRV to use for additional infrastructure projects in the Railyards.  

 

 

Policy Considerations: The Railyards Green Streets project is consistent with mobility, GHG reduction, & greening policies laid out in the 2035 General Plan: 

 

M 1.2.1 Multimodal Choices. The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.

 

M 4.2.2 Pedestrian and Bicycle-Friendly Streets. In areas with high levels of pedestrian activity (e.g., employment centers, residential areas, mixed-use areas, schools), the City shall ensure that all street projects support pedestrian and bicycle travel. Improvements may include narrow lanes, target speeds less than 35 miles per hour, sidewalk widths consistent with the Pedestrian Master Plan, street trees, high-visibility pedestrian crossings, and bikeways (e.g. Class II and Class III bike lanes, bicycle boulevards, separated bicycle lanes and/or parallel multiuse pathways).

 

M 4.2.3 Adequate Street Tree Canopy. The City shall ensure that all new roadway projects and major reconstruction projects provide for the development of an adequate street tree canopy.

 

Environmental Considerations: The City of Sacramento prepared a Subsequent Environmental Impact Report (SEIR) for the Railyards Specific Plan Update, KP Medical Center, MLS Stadium & Stormwater Outfall that includes all elements included in the Railyards Green Streets Project in accordance with the California Environmental Quality Act (CEQA). The City Council approved the SEIR including mitigation measures on November 10, 2016 (SCH 2006032058).

 

Sustainability: The Railyards Green Streets Project is intended to fund sustainability elements as part of the Railyards Streets, including carbon sequestration through tree planting, energy use reduction from tree shade, and naturalized stormwater management through bio-filters.

 

Commission/Committee Action: Not applicable.

 

Rationale for Recommendation: The Grant Project Delivery Agreement for the Urban Greening Grant for the Railyards Street Improvements is the next step in securing $2 million. in Urban Greening Program funds by adhering to the grant requirements. The Railyards Green Streets project will contribute to complete streets for the Railyards and help to fund sidewalks, Class I and II bike trails, tree planting, and storm water management.    

 

Financial Considerations: The Railyards Green Streets CIP (T15195100) will establish revenue and expenditures of $2 million with Other Capital Grants (Fund 3704). Upon completion of the Railyards Green Streets project by DRV, according to the terms of the agreement, the City will request reimbursement of eligible project costs from the State and make the appropriate payment to DRV.
