Adopt a Resolution: 1) establishing the new capital projects for: a) Shasta Community Park Playground Renovation (L19159500); b) River Otter Park Basketball Court (L19004700) and 2) authorizing the City Manager or the City Manager’s designee to increase the expenditure budgets in: a) L19159500 by appropriating $230,000 from the Park Impact Fees (Fund 3204) available fund balance; b) L19004700 by transferring $80,000 South Natomas Infrastructure Fund (Fund 2020) from the Park Site SN2 project (L19290000) and $20,000 from the Park Impact Fee (Fund 3204) available fund balance; and c) the Robert T. Matsui Park Access Improvements project (L19911200) by appropriating $100,000 from the Park Impact Fee (Fund 3204) available fund balance.

Issue Detail: The Department of Youth, Parks, & Community Enrichment is recommending that City Council pass a resolution establishing park capital improvement projects and allocate funding as follows:

 

                     Establish a capital project for Shasta Community Park Playground Renovation (L19159500) and appropriate $230,000 from the Park Impact Fees (Fund 3204) available fund balance to L19159500. The scope of work encompasses removal and replacement of the color coat of rubber surfacing for both 2-5 and 5-12 playground areas, patch holes in base coat rubber surfacing, replenish wood fiber in all play areas, replace water mister vault adjacent to playground with concrete vault with traffic rated lid.

 

                     Establish a capital project for River Otter Park Basketball Court (L19004700) and transfer funding totaling $100,000 from L19290000 in the South Natomas Infrastructure Fund ($80,000, Fund 2020) and the Park Impact Fees (Fund 3204) available fund balance ($20,000) to L19004700. The scope of work consists of grading, installation of one new half-size basketball court and goal, concrete flatwork, landscaping and irrigation modifications.

 

                     Appropriate $100,000 from the Park Impact Fees (Fund 3204) available fund balance to the Robert T. Matsui Park Access Improvements project (L19911200). The scope of work consists of new staircase, new ADA accessible ramp, walkways, retaining walls, tree plantings and irrigation modifications.

 

Policy Considerations: As stated in City Council Resolution No. 2018-0235, Sections 10.2 and 10.10, City Council approval is required to establish (and cancel) CIP projects and make appropriations exceeding $100,000.

 

Utilizing Park Impact Fees, Fund 3204, to augment project budgets is consistent with Sacramento City Code Section 18.56.230 as these funds will be used to:Finance the design, construction, installation, improvement, and acquisition of park facilities for neighborhood parks within two miles of the development project, and community parks within five miles of the development project …

 

The South Natomas Infrastructure Fund (SNCIF), Fund 2020, is available for City-owned capital improvement projects located within the South Natomas Community Plan area. Use of SNCIF funds for River Otter Park Basketball Court (L19004700) would be consistent with how SNCIF funds have been used historically.

 

 

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

 

Economic Impacts:  None

 

Environmental Considerations: This report concerns fiscal activities that do not constitute a "project" as defined by the California Environmental Quality Act Guidelines Section 15378(b)(4).  Environmental review of these park improvement projects will occur before construction is authorized.

Rationale for Recommendation: The Department wishes to expedite these park improvement projects for scheduling considerations related to funding, design, construction, and project delivery issues.  The goal of these recommendations is to allow the Department to deliver these projects during the 2019 construction season.

 

Financial Considerations: There are adequate financial resources in the various funding sources to support the recommended budget appropriations as shown in the table below:
