Description/Analysis

Issue Detail: In 2015, the Sacramento Police Department entered into Agreement 2015-1337 with S&L Brewer Enterprises DBA Law Dogs in the amount of $92,400 for canine selection and training services with a term of three years, expiring July 31, 2018. However, the cost of actual services rendered during the term of the agreement totaled $109,950.

Policy Considerations: The recommendations contained in this report are consistent with City Code Section 3.56.290 which requires Council approval to execute a contract supplement that increases the contract amount to $100,000 or more.

Rationale for Recommendation: S & L Brewer Enterprises DBA Law Dogs has been training canines (K9) in the Sacramento Police Department’s (SPD) K9 Unit since 2008.  During the three-year term of the agreement (No. 2015-1337), the SPD had several unanticipated expenses that increased the cost of training so that it exceeded the not-to-exceed agreement amount of $92,400.  These unanticipated expenses for selection and training included: one K9 that was medically retired due to a severe illness; one K9 that was selected, trained, and used as a replacement for a handler that was promoted; and the creation of an Explosives Ordinance Detection program that utilized K9s for the new Golden 1 Center.  The costs of these unanticipated selection and training expenses increased the not-to-exceed amount of the agreement by an additional $17,550 to a new not-to-exceed amount of $109,950.

Financial Considerations: The SPD will use existing Operating Budget resources to support the additional expense.
