Pass a Motion: 1) authorizing the City Manager or his designee to execute Construction Change Order No. 1 (City Agreement No. 2018-0886) with Martin Brothers Construction in an amount not to exceed $104,787, for a new total not-to-exceed amount of $1,104,666, for the J Street Overlay Project ; 2) authorizing the City Manager or his designee to execute Construction Change Order No. 1 (City Agreement No. 2018-0887) with Teichert Construction in an amount not to exceed $109,149, for a new total not-to-exceed, $1,188,814, for the Grand Avenue Overlay Project; 3) resetting the City Manager’s authority to issue Change Orders for City Agreement No. 2018-0886; and 4) resetting the City Manager’s authority to issue Change Orders for City Agreement No. 2018-0887.

Description/Analysis

 

Issue Detail: The Fiscal Year (FY) 2018 City Street Overlay Program (R15182000) is a preventative maintenance strategy applied to street surfaces to extend the useful life of the existing pavement. In addition to preventive maintenance, these projects will incorporate complete street enhancements as feasible within the affected corridors.

 

The projects are funded primarily through the Road Rehabilitation and Accountability Act of 2017, also known as Senate Bill 1 which provides funding to support the City’s pavement maintenance program.

 

The J Street Overlay Project received bids on March 28, 2018, and the contract was awarded to Martin Brothers Construction (2018-0886) on June 19, 2018. One final construction change order (CCO# 1) for the J Street Overlay Project is required to balance out bid quantities and close out the project construction effort. This construction change order provides additional compensation for added pavement rehabilitation areas and extensions of asphalt concrete pavement required during construction.

 

The Grand Avenue Overlay Project received bids on April 18, 2018, and the contract was awarded to Teichert Construction (2018-0887) on June 19, 2018.  One final construction change order (CCO# 1) for the Grand Avenue Overlay Project is required to balance out bid quantities and close out the project construction effort. This construction change order provides additional compensation for added pavement rehabilitation areas and extensions of asphalt concrete pavement required during construction.

 

Policy Considerations: The actions requested are consistent with Title 3 of the Sacramento City Code, and with City of Sacramento General Plan goals for achieving sustainability and neighborhood livability.

 

Economic Impacts:  The two Construction Change Orders are expected to create 0.86 total jobs (0.49 direct jobs and 0.36 jobs through indirect and induced activities) and create $132,0919 in total economic output ($83,2578 of direct output and another $48,833 of output through and induced activities).

 

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER).  CSER utilized the IMPLAN input-output model (2009 coefficients) to qualify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period.  Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA/NEPA):  The Community Development Department, Environmental Planning Services Division has determined that this project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Class 1, Section 15301(c).

 

Projects exempted under Class 1, Section 15301(c) consist of the operation, repair or minor alteration to existing highways and streets, sidewalks, bicycle and pedestrian trails, and similar facilities.

 

The proposed actions are also covered by Section 15304, which includes minor public alterations, including the creation of bicycle lanes on existing rights-of-way (section 15304(h)). There are no unusual circumstances related to the proposed actions that would result in a significant effect on the environment, and no cumulative effects would occur.

 

Sustainability: This project is consistent with the City’s Sustainability Master Plan.  It conforms to the Air Quality Focus Area by improving and optimizing transportation infrastructure.

 

Commission/Committee Action: None.

 

Rationale for Recommendation: Construction Change Order #1 (CCO #1) for the J Street Overlay Project is required to compensate the contractor for extra work related to balance out bid quantities and close out the project construction effort.  Construction Change Order #1 (CCO #1) for the Grand Avenue Overlay Project is required to compensate the contractor for extra work related to balance out bid quantities and close out the project construction effort.

Approval of the construction change orders are required to complete the projects.  

 

Financial Considerations: The J Street Overlay Project and the Grand Avenue Overlay Project are a priority for the FY 2018 City Street Overlay Program (R15182000).   The total estimated cost of the J Street Overlay Project including Construction Change Order #1 is $1,248,272.  The total estimated cost of the Grand Avenue Overlay Project including Construction Change Order #1 is $1,343,315.

 

There is sufficient funding available in the FY 2018 City Street Overlay Program (R15182000) to execute Construction Change Order #1 with Martin Brothers Construction for an amount not-to-exceed $104,787 and Construction Change Order #1 with Teichert Construction for an amount not-to-exceed $109,149, and to cover the remaining project management costs, and complete the remaining projects, Mack Road Overlay Project and the Natomas Boulevard Overlay Project.

 

There are no General Funds planned or allocated for this project.

 

Local Business Enterprise (LBE): Both Martin Brothers Construction and Teichert Construction are LBEs.
