Adopt a Resolution: 1) authorizing the City Manager, or his designee, on behalf of the City of Sacramento, to execute the agreement (EMW-2013-CA-USR-0008, Amendments M023) accepting federal funding in an amount not to exceed $30,800 for the CA-TF-7 US&R Team Hurricane Michael Deployment; 2) establishing an operating grant for CA-TF-7 US&R Team Hurricane Michael Deployment (G12703800); and 3) establishing a revenue and expenditure budget not to exceed $30,800 for the CA-TF-7 US&R Team Hurricane Michael Deployment (G12703800).

Description/Analysis

 

Issue Detail: On October 10, 2018, a California Task Force Seven (CA-TF-7) Incident Support Team (IST) representative was activated by the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) for response to Hurricane Michael along the Florida coast.

 

As the sponsoring agency for CA-TF-7 Urban Search and Rescue (US&R) program, the City of Sacramento (Fire Department) is responsible for providing trained personnel to staff positions on federal task force teams and incident support teams, and as a result of this deployment, the City must sign the DHS/FEMA Assistance Award/Amendment contracts (EMW-2013-CA-USR-0008, Amendments M023) in the amount of $30,800, to receive reimbursement for costs associated with deployment activities.

 

Policy Considerations: Acceptance of the federal US&R funding is consistent with City Council action relative to state and federal grant awards.

 

Economic Impacts:  None.

 

Environmental Considerations: This report concerns administrative activities that do not constitute a “project” as defined by section 15378 of the California Environmental Quality Act (CEQA) Guidelines and is otherwise exempt pursuant to sections 15061(b)(3); 15378(b)(2).

 

Sustainability: There are no sustainability considerations applicable to the acceptance of federal funding reimbursing DHS/FEMA directed activities.

 

Commission/Committee Action: None.

 

Rationale for Recommendation: DHS/FEMA Assistance Award/Amendment contract (EMW-2013-CA-USR-0008, Amendments M023) in the amount of $30,800, must be signed and submitted to DHS/FEMA to receive reimbursement for costs associated with the Hurricane Michael Deployment.

 

Financial Considerations: As the sponsoring agency, the City of Sacramento incurs costs related to the activation of the CA-TF-7 US&R Team; and DHS/FEMA reimburses expenses directly related to these deployment activities. This amendment allows DHS/FEMA to obligate up to $30,800 of federal funds (Fund 2702) to cover labor and equipment expenses incurred by the City activities associated with the Hurricane Michael Deployment.  Staff is recommending that an operating grant be established (G12703800) with a revenue and expenditure budget not to exceed $30,800.
