Adopt a Resolution: 1) authorizing the City Manager, or his designee, on behalf of the City of Sacramento, to execute the agreement (EMW-2013-CA-USR-0008, Amendments M018) accepting federal funding in an amount not to exceed $40,800 for the CA-TF-7 US&R Team Hurricane Lane Deployment; 2) establishing an operating grant for CA-TF-7 US&R Team Hurricane Lane Deployment (G12703500); and 3) establishing a revenue and expenditure budget not to exceed $40,800 for the CA-TF-7 US&R Team Hurricane Lane Deployment (G12703500).

Description/Analysis

Issue Detail: On August 24, 2018, California Task Force Seven (CA-TF-7) was alerted for mobilization in response to Hurricane Lane. Subsequently, an Incident Support Team (IST) representative was activated by the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) for response to Hurricane Lane in Hawaii.

As the sponsoring agency for CA-TF-7 Urban Search and Rescue (US&R) program, the City of Sacramento (Fire Department) is responsible for providing trained personnel to staff positions on federal task force teams and incident support teams, and as a result of this deployment, the City must sign the DHS/FEMA Assistance Award/Amendment contracts (EMW-2013-CA-USR-0008, Amendments M018) in the amount of $40,800, to receive reimbursement for costs associated with deployment activities.

Policy Considerations: Acceptance of the federal US&R funding is consistent with City Council action relative to state and federal grant awards.
