Description/Analysis
Issue Detail: The City’s Department of Utilities (DOU) was selected for grant funding from the Department of Water Resources (DWR) for the Flood Emergency Response -Statewide Grant Round 3 Program. The work plan approved in the City’s application will contribute to the enhanced flood emergency response preparedness.
The objective of the Flood Emergency Response grants is to improve local flood emergency response in California and contribute to increased public safety. The City was awarded $70,000 for task 1.3 (ALERT2) to upgrade the remaining six visual staff and digital gages to NAVD 88. By converting these gages to NAVD88, the gages will be consistent with DWR’s gages that have already been converted on the Sacramento River within the City and make them consistent with Sacramento County Alert System and California DWR through the California Data Exchange Center.
Policy Considerations: Accepting external funding supports the City’s Local Hazard Mitigation Plan (LHMP) adopted by the City Council in May 2017.
Economic Impacts: None
Environmental Considerations: The activity to accept grant funds executing the approved agreement and documents of compliance related to the grant is not a project pursuant to California Environmental Quality Act (CEQA) Guidelines 15378(b)(4). The activity is the creation of a government funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment and is not subject to CEQA. CEQA Guidelines 15060(c)(3).
Sustainability: The project is consistent with the City's Sustainability Master Plan goal by enabling DOU to continue to provide public safety and is in support of the City of Sacramento Department of Utilities’ Comprehensive Flood Management Plan, which was adopted in February 2016 and updated in May 2017. The proposed project is in accordance with the Sacramento County Local Hazard Mitigation Plan (LHMP) goals.
Commission/Committee Action: Not Applicable.
Rationale for Recommendation: This awarded grant has no local match requirement. This grant funding will significantly enhance the city’s flood response, regional coordination, and public safety.
Financial Considerations: Staff estimates the total project cost not-to-exceed an amount of $70,000. This grant does not require a match from City funds. Acceptance of this agreement necessitates amendment to the revenue and expense budgets in the Ditch Repair Program (W14120600). There are no general fund obligations for this project.
Local Business Enterprise (LBE): None
Background: The “Safe Drinking Water, Water Quality & Supply, Flood Control, River & Coastal Protection Bond Act of 2006” (Proposition 84) provides funding to improve local flood emergency response. To date, $10 million has been awarded in two solicitations for this grant and an additional $5 million was made available for the third solicitation.
The city successfully participated in Round 1 of the Flood Emergency Response Program as a subrecipient through Sacramento County Office of Emergency Services. Round 1 funding was used to update the City’s Rescue and Evacuation Maps, upgrade the stream level gauges, update the City’s Comprehensive Flood Management Plan, create an Emergency Action Plan, and conduct training and exercises.
The award from Round 3 which was awarded for Task 1.3 of the application, will be used to upgrade visual staff stream gauges which is in support of the updated Comprehensive Flood Management Plan and Emergency Action Plan.
