Description/Analysis

 

Issue Detail: The Department of Public Works, Facilities and Real Property Management Division entered into a contract with David Engineering Construction, Inc. in September 2018 in the amount of $223,000 for installation of 28 electric vehicle charging stations and associated accessibility improvements at the City’s 300 Richards Boulevard facility (Contract No. 2018-1319). In November 2018, Change Order No. 1 was executed, increasing the contract amount by $24,995 to add paving for the electric charging stations. Facilities staff has now identified additional modifications and augmentation to the existing public charging stations at 300 Richards Boulevard necessary for the spaces to be considered van accessible. Staff is proposing Change Order No. 2 in the amount of $32,736 for performance of such van accessible modifications and augmentation.

 

Policy Considerations: The recommendations in this report are in accordance with City Chapter 3.60.

 

Economic Impacts: Change Order No. 2 is expected to create 0.14 jobs (0.08 direct jobs and 0.06 jobs through indirect and induced activities) and create $20,229 in total economic output ($12,751 of direct output and $7,478 of output in indirect and induced activities).

 

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER).  CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period.  Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

Environmental Considerations: The action is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15303. The action involves construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure, including water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction.

Rationale for Recommendation: Change Order No. 2 to Contract No. 2018-1319 with David Engineering Construction, Inc. in the amount not to exceed $32,736 is necessary to complete the delivery of the 300 Richards Boulevard Fleet EVSE Upgrade Project to include the modification and augmentation of existing vehicle charging stations to comply with the requirements of a van accessible charging station.

 

Financial Considerations: Sufficient funds are available in the Fleet Alternative Fuel Equipment Replacement Program (D13000200) to support the execution of Change Order No. 2 to Contract No. 2018-1319 with David Engineering Construction, Inc. in an amount not to exceed $32,736. If Change Order No. 2 is executed, the new total not-to-exceed amount for the contract will be $280,731.
