Description/Analysis

 

Issue Detail:  The Sacramento Metropolitan Arts Commission’s (“SMAC”) major arts education program is Any Given Child, a program developed by the John F. Kennedy Center for Performing Arts in Washington, D.C The Any Given Child program (“AGC Program”) is designed to bring access and equity to arts education during the school day for Kindergarten through 8th grade students. Since the ACG Program’s inception in 2009 until the 2016-17 school year, the AGC Program was administered by the nonprofit organization, Friends of the Arts Commission. The City’s Metro Arts division took over the administration of this program beginning in Fiscal Year 2017/18 so that it is now a collaborative initiative between SMAC, the arts community, and school districts throughout Sacramento County. Agreements with school districts involve the districts’ provision of funding in exchange for the City’s Metro Arts staff developing and providing art education through Teaching Art Residencies and Arts Exposure Experience assemblies in the Kindergarten through 8th grade classrooms as well as professional development in art-integration for the districts’ classroom teachers and administrators.

 

In FY2017/18, the City received reimbursements from several school districts in the amount of $84,790. The school districts were: Twin Rivers Unified School District; Sacramento Unified School District; Elk Grove Unified School District; Robla Unified School District; and Galt Unified School District. For FY2018/19, the reimbursement amount will be $79,290, bringing the total to $164,080 for the Externally Funded Program.  Approval of the proposed adjustments is necessary to budget the reimbursements from the school districts.

 

Policy Considerations: Resolution Number 2018-0235 requires City Council approval for budget augmentations of Externally Funded Programs in excess of  $100,000.

 

Economic Impacts:  None

 

Environmental Considerations: The proposed actions do not constitute a project under Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines.

Rationale for Recommendation: The AGC Program is highly successful, serving 36,446 participants in FY 2017/18.  Receiving reimbursements from the various school districts helps offset the costs of administering the AGC Program, thus leveraging the available funding and allowing the AGC Program to be extended.

 

Because the AGC Program’s combined revenue and expense budgets under Fund 2703 will exceed the $100,000 threshold, Council approval is required.

 

Financial Considerations: This request will increase the revenue and expense budgets in the Arts Education and Community Outreach Program (I17001100) by $79,290 (Externally Funded Programs, Fund 2703). Funding is from external sources with zero impact to the General Fund (Fund 1001).
