Description/Analysis
Issue Detail: On February 16, 2016 City Council committed $750,000 from the midyear fund balance to provide funding for the RAACD initiative. On October 25, 2016, Council approved an agreement with Sierra Health Foundation: Center for Health Program Management to administer the City funds as the lead agency for the RAACD initiative. The funds were to be used primarily for community grants geared towards integrating community engagement in seven target neighborhoods through capacity development.
The RAACD strategic plan includes supporting evidence about the seriousness and complexity of problems surrounding child deaths in Sacramento and identifies five key strategies for long-term impact.
1. Promoting advocacy and policy transformation
2. Equitable investment and systematic impact
3. Coordinated systems of support
4. Data-driven accountability and collective impact
5. Communications and information systems
Listed below are some of the accomplishments highlighted in the 2018 annual report (Attachment 2).
Highlights
Black Child Legacy Campaign January - June 2018 By the Numbers
• 411 African American individuals and families received intensive case management
• 461 African American individuals and families received education and referrals for safe sleep practices
• 160 African American women received perinatal education and support
• 146 African American students grades 9-12 participated in activities focused on child abuse and neglect
• 59 African American mothers and female caregivers participated in activities to reduce stress
• 691 African American individuals and families participated in parenting classes, enrichment activities, and support groups
• 602 African American youth participated in transformative learning opportunities
• 40 community members participated in the Profound Peace Institute first responder training
Policy Considerations: On October 25, 2016, Council approved $750,000 to execute an agreement with Sierra Health Foundation: Center for Health Program Management for the purpose of providing funding to the RAACD initiative. This effort aligns with the Mayor's priorities to Invest in Our Youth; Enhance Neighborhood Services and Strengthen Public Safety.
