Adopt a Resolution: 1) approving the TDA claim for reimbursement in the amount of $408,616 for various bicycle and pedestrian facilities in Fiscal Year (FY) 2018/19; 2) authorizing the City Manager or the City Manager’s designee to execute and submit the TDA claim in the amount of $408,616 for FY 2018/19 to SACOG for approval and reimbursement of the TDA Fund (Fund 2013); 3) authorizing the City Manager or the City Manager’s designee to increase the TDA Fund (Fund 2013) revenue budget by $58,616 upon receipt of the TDA reimbursements; 4) authorizing the City Manager or the City Manager’s designee to increase the expenditure budget in the South Sacramento Parkway Trail - West Project (K15155000) by $29,308 (TDA Fund, Fund 2013) upon receipt of the TDA reimbursements; and 5) authorizing the City Manager or the City Manager’s designee to increase the expenditure budget in the Two Rivers Trail Phase II Project (K15125000) by $29,308 (TDA Fund, Fund 2013) upon receipt of the TDA reimbursements.

Description/Analysis

 

Issue Detail: This is an annual process to “claim” Transportation Development Act (TDA) funds for reimbursement.  These funds are dedicated for off-street bikeway development and maintenance.  The projects and funding were approved in the 2018-2023 Capital Improvement Program.  For Fiscal Year (FY) 2018/19, $408,616 may be claimed for reimbursement from the Sacramento Area Council of Governments (SACOG). The amount that was originally budgeted was $350,000. Staff recommends approving the claim for reimbursement. In connection with this action, staff also recommends increasing the revenue budget of the TDA Fund (Fund 2013) by $58,616 and increasing the expenditure budgets of the South Sacramento Parkway Trail - West Project (K15155000) and the Two Rivers Trail Phase II Project (K15125000) by $29,308 each.

 

Policy Considerations: Providing bike and pedestrian facilities to promote alternative transportation needs is consistent with the City’s General Plan goals for an integrated, multi-modal transportation system that offers attractive choices among modes including pedestrian paths, public transportation, roadways, bikeways, rail, waterways, and aviation.

This action is consistent with the 2016 Sacramento City Bikeway Master Plan and the SACOG’s Metropolitan Transportation Plan.

 

Economic Impacts:  None.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA): This action is an administrative activity and is not a project under CEQA Guidelines (Title 14 Cal. Code Reg. §15000 et seq.) § 15378 (b)(4).  CEQA review for projects funded with TDA funds will be performed before projects are implemented.

 

Sustainability: This action is consistent with the City’s Sustainability Master Plan.  It conforms to the Air Quality Focus Area by improving and optimizing transportation infrastructure.

 

Commission/Committee Action: Not applicable.

 

Rationale for Recommendation: To receive the City’s allocation, SACOG requires a claim package to be submitted including a resolution approved by the City Council authorizing the filing of a claim.

Increasing both the South Sacramento Parkway Trail-West Project (K15155000) and Two Rivers Trail Phase II Project (K15125000) expenditure budgets by $29,308 each (TDA Fund, Fund 2013) will allow the TDA funds to be used as grant matches for the projects’ federal funding and allow for the completion of preliminary engineering, design and right-of-way phases, and advertisement for construction. City staff will return to Council for authorization to appropriate the remaining federal and local funding needed to complete construction for each of the projects.
