Pass a Motion: 1) awarding a nonprofessional services agreement for mobile vehicle washing services to Fleetwash, Inc. for a not-to-exceed amount of $95,000 and an initial term through June 25, 2020 with options to extend the agreement for up to three additional one-year terms; and 2) authorizing the City Manager or the City Manager’s designee to execute a nonprofessional services agreement for mobile vehicle washing services with Fleetwash, Inc. for an amount not-to-exceed $95,000 with an initial term through June 25, 2020 and options to extend for up to three additional one-year terms, provided there is sufficient funding available in the adopted budgets for the applicable fiscal years.

Description/Analysis

 

Issue Detail: The Department of Public Works, Parking Services Division has an ongoing need to purchase mobile vehicle washing services for its fleet of parking operations vehicles.  City Council approval is necessary to award the nonprofessional services agreement to Fleetwash, Inc. because Parking Services desires to piggyback on a previous solicitation completed by the Fleet Division.

 

Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56.

 

Economic Impacts:  None

 

Environmental Considerations: No environmental review is necessary because the recommendations in the report involve the administrative purchase of services and are not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act Guidelines.

Rationale for Recommendation: On April 3, 2018, the Department of Public Works, Fleet Division, issued Invitation for Bid No. B18153311014 for mobile vehicle washing services and Fleetwash, Inc. was the only responsive bidder. On June 19, 2018, City Council approved a one-year nonprofessional services agreement, with four, one-year extended term options (5 years total) for an amount not-to-exceed $375,000 with Fleetwash, Inc.

 

The Parking Services Division is now seeking City Council approval to piggyback on the Fleet Division’s solicitation process to execute a separate agreement with Fleetwash, Inc. for a not-to-exceed amount of $95,000. The term of the proposed Parking Services agreement, including extended term options, will expire June 25, 2023, which is the same expiration date as the Fleet Division’s agreement with Fleetwash, Inc.

 

Financial Considerations: The total not to exceed amount of the Parking Services nonprofessional services agreement, with three optional one-year extensions, is $95,000.

There is sufficient funding available in the Fiscal Year (FY) 2018-2019 Department of Public Works, Parking Services Division’s operating budget (Fund 1001) to support the mobile vehicle washing services for FY2018/19.  Extensions of the agreement in succeeding fiscal years shall be subject to funding availability in the adopted budget of the applicable fiscal year.

 

Local Business Enterprise (LBE): Fleetwash, Inc. is not an LBE. The minimum LBE participation requirement was waived for Bid No. B18153311014 by the Director of Public Works. Staff conducted an extensive search within the local area and Fleetwash, Inc. was the one vendor that would meet the specifications for the bid.
