Description/Analysis

 

Issue Detail: On October 23, 2018, the street lighting construction contract was advertised for the Pedestrian Street Lighting Project. This project was funded as a result of conditions of approval for the McKinley Village development project to address off-site alternative transportation improvements. On November 14, 2018, three bids were received for the street lighting construction contract.

 

Two of the bids received for the street lighting construction contract were found to be non-responsive as they did not meet the bid submittal requirements. Pacific Excavation, Inc. is the lowest responsive and responsible bidder. City Council approval is necessary to move forward with awarding the construction contract.

 

Policy Considerations: The action requested herein is consistent with the City’s General Plan goals to improve and diversify the transportation system, enhance and preserve neighborhoods, and improve safety.

 

Economic Impacts:  The project is expected to create 3.36 total jobs (1.93 direct jobs and 1.43 jobs through indirect and induced activities) and create $518,157.63 in total economic output ($326,598.71 of direct output and another $191,558.92 of output through and induced activities).

 

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER).  CSER utilized the IMPLAN input-output model (2009 coefficients) to qualify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period.  Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

Environmental Considerations: The action is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301. The action involves minor alterations to existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities.

 

Sustainability: This project is consistent with the Sustainability Master Plan goals to improve and enhance existing transportation infrastructure.

Rationale for Recommendation: The project was advertised, and bids were received on November 14, 2018.  The bids are summarized below:

The Engineer’s estimate was $750,000.

 

Two of the bidders were found to be non-responsive for failing to submit the required lump sum item breakdown for the electrical items.  It is recommended that the construction contract be awarded to the only responsible and responsive low bidder, Pacific Excavation, Inc.

 

Financial Considerations: The Pedestrian Street Lighting Project is one of the projects identified for funding from the McKinley Village Alternative Transportation Street Lighting Project (T15185100). 

 

Sufficient funding is available in the McKinley Village Alternative Transportation Street Lighting Project (T15185100) to execute the construction contract with Pacific Excavation, Inc. in an amount not to exceed $839,210.

 

Local Business Enterprise (LBE): Pacific Excavation is not an LBE, but has partnered with two LBEs, Tesco Controls, Inc. and Jam Services, for this project to exceed the minimum LBE participation requirement.  These companies are materials suppliers.
