Adopt a Resolution: 1) authorizing the City Manager or the City Manager’s designee to increase the expenditure budget in the HSIP Pedestrian Islands and Flashing Beacons Project (T15165600) by transferring $55,053 (New Measure A Safety, Streetscape, Pedestrian and Bicycle Fund, Fund 2039) from the State and Federal Grant Match Program (T15007200); and 2) approving the Categorical Exemption under the California Environmental Quality Act for the HSIP Pedestrian Islands and Flashing Beacons Project (T15165600).

Description/Analysis

 

Issue Detail: The purpose of the HSIP Pedestrian and Flashing Beacons Project (T15165600) is to improve pedestrian and bicyclist safety by providing pedestrian refuge islands and Rectangular Rapid Flashing Beacons (RRFBs) at the following 11 uncontrolled crosswalks in the City:

 

1.                     Valley Hi Drive at Kentwal Drive

2.                     San Juan Road at Bandon Way

3.                     Havenside Drive at Las Positas Circle (W)

4.                     Grand Avenue at Altos Avenue

5.                     Del Paso Boulevard at American River Bike Trail

6.                     Rush River Drive at Pocket Canal Parkway

7.                     La Riviera Drive at Waterglen Circle (E)

8.                     La Riviera Drive at Moorbrook Way

9.                     La Riviera Drive at Mediterranean Way (E)

10.                     La Riviera Drive at Lido Circle

11.                     J Street at 35th Street

 

When push buttons located at each crossing are activated, RRFBs will turn on flashing beacons to warn motorists to stop for pedestrians and bicyclists crossing the street. Refuge islands also provide safer and more visible spaces where pedestrians and bicyclists may wait for safe crossings.

 

Through the Highway Safety Improvement Program (HSIP) Cycle 7, Caltrans programmed federal funds for the design and construction of the HSIP Pedestrian Islands and Flashing Beacons Project. Additional local funds are needed to cover the remaining federally ineligible expenses and local matching funds requirement in the Preliminary Engineering (PE) phase. The transfer of funds will allow staff to move forward with completion of final design and to stay on schedule to begin construction by Fall 2019.

 

Approval of the Categorical Exemption will comply with the California Environmental Quality Act (CEQA).

 

Policy Considerations: The actions requested herein are consistent with the City of Sacramento General Plan goals of promoting safety and enhancing livability and sustainability.

 

Economic Impacts:  None.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA):  The City of Sacramento Environmental Planning Services has reviewed the proposed project and determined that it is exempt from the provisions of CEQA under the Categorical Exemption for the operation, repair or minor alteration of existing public facilities involving negligible or no expansion of use and for new construction or conversion of small facilities, including street improvements, set forth in Sections 15301(c) and 15303(d)(e), respectively.

 

Sustainability: This project is consistent with the City’s Sustainability Master Plan goals to improve and optimize the City’s transportation infrastructure. 

 

Other:  The National Environmental Policy Act (NEPA) compliance review has been completed as part of project development and resulted in a Categorical Exclusion issued by Caltrans.

 

Commission/Committee Action: None.

 

Rationale for Recommendation: The transfer of funds and approval of the Categorical Exemption are necessary to deliver this project.

 

Financial Considerations: The estimated cost to complete the preliminary engineering phase of the HSIP Pedestrian Islands and Flashing Beacons Project (T15165600) is $222,000. Approval of the transfer of $55,053 (Fund 2039) from the State and Federal Grant Match Program (T15007200) will bring the total budget to $222,000, which is sufficient to complete the preliminary engineering phase of the project.

 

The local funds will cover the local matching funds requirement and federally ineligible expenses. There is sufficient funding available in the State and Federal Grant Match Program (T15007200) to support the recommended transfer above. 

 

There are no General Funds planned or allocated for these projects.
