Pass a Motion: 1) approving the non-professional services agreement with the Greater Sacramento Softball Association to provide sports officials for softball league games for a one year term in the amount of $51,750; 2) authorizing exercising two one-year options to extend the term for a cumulative amount of $161,460; and 3) authorizing the City Manager or the City Manager’s designee to execute the agreement and the two one-year extensions provided sufficient funds are available in the adopted budget for the applicable fiscal year(s).

Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) is seeking approval to enter into an agreement with Greater Sacramento Softball Association for the purpose of supplying umpires, referees, scorekeepers, and field officials (“sports officials”) for softball league games.
Policy Considerations: Providing parks and recreation facilities is consistent with the
City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding
park, recreation, and trail facilities throughout the City.
The recommendations in this report are in accordance with the provisions of City Code Chapter 3.56 related to the purchase of services.

Rationale for Recommendation: On January 4, 2019, YPCE issued Invitation for Bid No. B19191531001 for the services of sports officials for softball and basketball league games. Two separate bids were received, one for each sport. There will be two separate agreements. The basketball official’s agreement is under $100,000 and will not require Council approval.

Financial Considerations: There is sufficient funding available in the operating budget for the procurement of sports official services for the first year. Subsequent years’ funding for the contract extensions is subject to available funding in the operating budget.
Local Business Enterprise (LBE): Two bids were received and neither firm is located within the City or the unincorporated area, although their sports officials may live in the LBE designated areas. Therefore, for this procurement, the LBE requirement has been waived.
Background: YPCE offers community recreation for adult sports programs throughout the City and there an ongoing requirement to provide officiating for the sports league games. The current contract is with Greater Sacramento Softball Association for both basketball and softball officials and is set to expire at the end of February 2019. The current softball season will begin March 18, 2019.
