Description/Analysis

 

Issue Detail: Staff recommends Council approve an agreement with West Yost Associates to update the City’s Water Master Plan. The objective includes updating forecasts for domestic water demand in alignment with the latest General Plan and to identify the infrastructure necessary to continue providing reliable water service to City customers.

 

Approximately every five years, DOU updates its Water Master Plan with the fundamental purpose of forecasting water demands and revising its water infrastructure capital plan to align with the General Plan and any new changing policies or preferred practices of the water utility. The last two water master plans were completed in 2005 and 2013.

 

This effort is listed under the departments General Plan Implementation Measure #5 and addresses policy number:  U 2.1.5

 

The period of study includes present day conditions, out to the current 2035 General Plan, as well as other areas of potential growth or annexation interest through the year 2050, as envisioned by City staff and/or Sacramento Area Council of Governments.

 

Additional objectives include identifying new distribution system performance criteria, updating the City’s water distribution model, identifying existing deficiencies in the distribution system, optimizing planned infrastructure investments, developing new operating protocols for selected facilities, and identifying climate change or hazard mitigation strategies. The water demands identified in this study will also inform a future Water Conservation Plan and the 2020 Urban Water Management Plan.

 

Policy Considerations:  City Council approval is required for professional service agreements of $100,000 or more per City Code 3.64.020.  The General Plan Utilities Implementation Program, policy U 2.1.5, requires the Utilities Department to maintain long-term comprehensive water supply plans. The last update was performed in 2013. 

 

Economic Impacts:  None.

 

Environmental Considerations:  This report concerns administrative activities that will not have a significant effect on the environment and do not constitute a “project” as defined by the California Environmental Quality Act (CEQA) [CEQA Guidelines Sections 15378(b)(2 and 5), and is not subject to CEQA [CEQA Guidelines Section 15060(c)(3)].

 

Sustainability:  The proposed project is consistent with the 2035 General Plan as it provides guidance on utility operational practices and infrastructure needs to meet General Plan Goal U 2.1, to provide water supply facilities to meet future growth within the city’s Place of Use and assure a high-quality and reliable supply of water to existing and future residents.

 

Commission/Committee Action:  Not applicable.

 

Rationale for Recommendation:  On June 05, 2018, a Request for Qualifications (Q18141311009) was advertised and issued on PlanetBids for updating the City’s Water Master Plan. On June 28, 2018 Statements of Qualifications were received from the following firms:  1) West Yost Associates, and 2) Myriad Engineering

 

A five-member evaluation team that included staff from the Department of Utilities (DOU) and one member from the Regional Water Authority evaluated the proposals.  West Yost Associates was the top-ranked firm.   

 

Financial Considerations:   The proposed agreement is for an amount not-to-exceed $531,530.  There are sufficient funds available in the Water Master Plan Program (I14510200) to approve the agreement. 

 

There are no General Funds allocated or planned for this project.
