Pass a Motion confirming the recommendation of the SETA Governing Board and approve the reappointment of Ms. Sophia Scherman as a public representative to the SETA Governing Board for the current term ending in November 2020.

Description/Analysis

Issue Detail: In 1978, the City of Sacramento and the County of Sacramento executed a Joint Exercise of Powers Agreement (JPA) establishing the Sacramento Employment and Training Agency (SETA). The JPA calls for the appointment of the public member on the SETA Governing Board by the Sacramento City Council and the Sacramento County Board of Supervisors in November of even-numbered years.

In the past, an individual has been selected by the members of the SETA Governing Board who have then sought confirmation of the appointment from the City Council and the Board of Supervisors. On October 4, 2018, the SETA Governing Board re-nominated Ms. Scherman for the public representative position and forward that recommendation for confirmation by the County Board of Supervisors. Ms. Scherman has indicated a willingness and desire to continue serving in this position, provided that the City Council and Board of Supervisors confirm her appointment.

Policy Considerations: SETA has been an effective force in connecting people to jobs, business owners to quality employees, education and nutrition to children, and assistance to more than 50,000 customers annually.
