Recommendation
Pass a Motion authorizing the City Manager or City Manager's designee to execute supplemental agreement No. 3 for contract 2015-0786 with Holland and Knight for Federal Legislative Advocacy Services, with the exception of flood and water policy matters, in an amount not to exceed $96,000 and extending the services through February 28, 2020.

Description/Analysis

Issue Detail: On March 3, 2015, the City approved a four-year agreement with Holland and Knight for Federal Legislative Advocacy Services. At that time, the City also entered into a five-year agreement with ENS Resources for Federal Advocacy Services for flood and water policy. The Holland and Knight Agreement will terminate on February 28, 2019. The ENS Resources Agreement will terminate on February 28, 2020. Extending the Holland and Knight Agreement to February 28, 2020 will allow the City to align the end dates of both contracts and conduct one Request for Proposal (RFP) process for Federal Legislative Advocacy Services to represent all of the City's interests at the federal level.

Policy Considerations: Each year, the City Council adopts a legislative platform to guide the advocacy efforts of staff and contract lobbyists.

Economic Impacts: The economic impact of various legislative proposals and regulatory rulemaking can be assessed on a case-by-case basis.
