Recommendation

Adopt a Resolution authorizing the City Manager or the City Manager’s designee to: 1) accept a CalRecycle Curbside Supplemental Payment in the amount of $127,550 for the City of Sacramento’s Curbside Registration Number CS0357 (the “payment”); 2) execute all related documents necessary to implement and secure the payment; and 3) increase the revenue and expenditure budgets in the Solid Waste Outreach Project (I14120210) by $127,550 (Solid Waste Grant Fund, Fund 6207) to implement activities relating to beverage container recycling.

Description/Analysis

 

Issue Detail: The California Department of Resources Recycling and Recovery (“CalRecycle”), pursuant to section 14549.6 of the California Beverage Container Recycling and Litter Reduction Act and subject to the availability of funds, annually pays a total of $15,000,000 per fiscal year to operators of curbside programs that accept all types of empty beverage containers for recycling. The payment is based on a statewide per-container rate and must be used for activities related to beverage container recycling.

 

As an operator of a curbside program that accepts all types of empty beverage containers for recycling since 1999, the City of Sacramento is eligible to receive the CalRecycle Curbside Supplemental Payment (Resolution No. 99-084). In order to apply for and accept this payment, City Council approval is necessary as such authority has not been delegated. (Sacramento City Charter Section 20)

 

Policy Considerations: The recommendations in this report are consistent with the City’s General Plan waste diversion goal to encourage recycling, composting, and waste separation to reduce the volume and toxicity of waste sent to landfill facilities

Environmental Considerations:

 

California Environmental Quality Act (CEQA): This report concerns administrative activities and government fiscal activities that do not constitute a “project” and is not subject to the provisions of CEQA (CEQA Guideline Sections 15060(c)(3), 15378(b)(2), and 15378(b)(4)).

 

Sustainability: The proper recycling of beverage containers and litter abatement projects will contribute to a safer and cleaner environment.

Rationale for Recommendation: Staff recommends accepting the Curbside Supplemental Payment in the amount of $127,550 as this payment will support the City’s recycling outreach and education programs (e.g., the City’s online waste sorting application, recycle day text, and email alert applications), beverage container litter abatement, and recycle contamination reduction outreach to culturally diverse communities.

 

Financial Considerations: Staff recommends increasing the revenue and expenditure budgets in the Solid Waste Outreach Project (I14120210) in the amount of $127,550 (Solid Waste Grant Fund, Fund 6207), for City of Sacramento Curbside Registration Number CS0357. No matching funds are required. 

 

There are no General Funds planned or allocated to this project.
