Pass a Motion: 1) authorizing the City Manager or the City Manager’s designee to execute Change Order No. 2 to Contract No. 2017-1289 with Caggiano General Engineering, Inc. for the maintenance dredging of the Sacramento Marina and Miller Park Boat Launch Ramp in a not to exceed amount of $74,000, for a revised total contract amount not to exceed $733,540; 2) ratifying Change Order No. 1 for this project issued under City Manager authority; and 3) resetting the City Manager’s authority to issue change orders.

Description/Analysis

 

Issue Detail: The Sacramento Marina and Miller Park Boat Launch Ramp experience sediment buildup below the water line each year making it difficult for boats to enter and exit the Sacramento Marina and to launch and retrieve vessels at the boat launch.  Periodic dredging of these sites is required to maintain access to the Sacramento River and the Sacramento Marina by both emergency and recreation vessels.  The City typically dredges these locations on an annual basis.

 

The Sacramento Region experienced a higher than expected accumulation of rain and snow during 2017.  This additional run-off contributed to increased volumes of sedimentation both above and below the water line at the Sacramento Marina and Miller Park Boat Launch Ramp.  To facilitate the placement of the “clamshell” dredge required to perform the 2017 channel maintenance operations, additional sedimentation had to be removed from the southern shoreline of the Marina entrance channel.  This work was not included in the original agreement. 

 

Contract Change Order No. 1 for an amount not-to-exceed $29,540 was executed under the City Manager’s authority on December 19, 2017 authorizing the additional shoreline excavation.

 

Like the previous year, 2018 yielded a higher than expected accumulation of rain and snow in our region.  This additional run-off contributed to increased volumes of sedimentation both above and below the waterline at the Sacramento Marina and Miller Park Boat Launch Ramp.  To maintain access to the Sacramento River into 2019, nearly 3,000 cubic yards of sedimentation was removed from the marina entrance channel.  This volume exceeds the contract amount specified to be removed during the 2018 dredging operation by 925 cubic yards. 

 

Contract Change Order No. 2 for an amount not-to-exceed $74,000 is necessary to complete the annual 2018 dredging operation as intended.

 

Policy Considerations: This activity is consistent with the City policy to provide ongoing maintenance of City facilities for the purpose of ensuring public safety and reasonable public access.

 

Economic Impacts:  None

 

Environmental Considerations: The activity proposed in this report is categorically exempt from environmental review pursuant to Categorical Exemption-State class 4 and section Number 15304(g) of the California Environmental Quality Act: “maintenance dredging where the spoil is deposited in a spoil area authorized by all applicable state and federal regulatory agencies.”

 

Sustainability: This action supports the City’s goal of improving public access to open space, particularly along the Sacramento and American Rivers. This project is consistent with the City’s Sustainability Master Plan goals of enhancing the pedestrian facilities in the public right-of-way, reducing dependence on the private automobile, and encouraging pedestrian and bicycle trips.

Rationale for Recommendation: Execution of Change Order No. 2 to Contract No. 2017-1289 with Caggiano General Engineering, Inc. for the maintenance dredging of the Sacramento Marina and Miller Park Boat Ramp is necessary to complete the 2018 annual dredging as intended.

 

Financial Considerations: Annual dredging of the Sacramento Marina and Miller Park Boat Launch is funded by the Harbor Dredging Project (M17500000). There is sufficient funding available in the Harbor Dredging Project to support the execution of Change Order No. 2 to Contract No. 2017-1289 with Caggiano General Engineering, Inc. in an amount not to exceed $74,000.  Extensions of the contract in succeeding fiscal years shall be subject to funding availability in the adopted budgets for each fiscal year. 

 

Annual contributions to the Harbor Dredging Project (M17500000) from boat launch fees at Miller Park and Garcia Bend have averaged $100,000 (Fund 1001) for the past three fiscal years.  It is anticipated that with the boat launch fees there will be sufficient funding to cover the remainder of the contract (amount not-to-exceed $733,540).  If the boat launch fees are not sufficient to cover the remainder of the contract, the balance will be funded from the Department of Public Works, Marina Division’s operating budget.
