Description/Analysis

 

Issue Detail: The Rio Linda Boulevard Bridge Replacement and Main Avenue Realignment Project will replace the existing structurally deficient bridge over Magpie Creek and the creek will be realigned to the south. The intersection will be widened to accommodate turn pockets and Main Avenue will be realigned to intersect perpendicular to Rio Linda Boulevard. The improvements will include an improved intersection with left and right turn pockets and Class II bike lanes on both Rio Linda Boulevard and Main Avenue.

 

The project will enhance safety on Rio Linda Boulevard and Main Avenue by improving sight distance, decreasing vehicle queuing conflicts with turn pockets, and increasing the roadway shoulders to meet City standards. This project will improve traffic operations, realign Main Avenue into the existing City right-of-way, and improve pedestrian connectivity with the Sacramento Northern Bike Trail.

 

Rio Linda Boulevard Bridge Replacement and Main Avenue Realignment Project completed final design plans, specifications, and estimate (PS&E). All necessary property rights have been secured and the project received authorization of federal construction funding on September 14, 2018.

 

The project is funded primarily through the federal Highway Bridge Program (HBP) with matching local funds. The project was previously authorized $1,266,864 in federal HBP preliminary engineering and right of way funding. The City received Caltrans authorization of construction funding on September 14, 2018 and the project can now appropriate $6,876,126 in federal funding. A corresponding transfer of local funding is required to meet funding match requirements.

 

Policy Considerations: The recommendations in this report are in accordance with City Code Chapters 3.60 and 3.64, City Code Section 4.04.020, and Council Rules of Procedure, Chapter 7, Section E.2.d, which requires additional posting time for agreements and contract greater than $1 million.

 

Economic Impacts:  This new infrastructure is expected to create 25.34 total jobs (14.57 direct jobs and 10.77 jobs through indirect and induced actives) and create $3,912,089 in total economic output ($2,465,820 of direct output and another $1,446,269 of output through indirect and induced activities).

 

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER).  CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period.  Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

Environmental Considerations:

 

California Environmental Quality Act and National Environmental Policy Act (CEQA/NEPA):  The City adopted a Mitigated Negative Declaration (MND) in compliance with CEQA on October 29, 2013. 

 

The project is funded by federal Highway Bridge Program funds. As a result, the proposed project is also subject to NEPA requirements. On November 21, 2013, Caltrans approved a Categorical Exclusion for the project pursuant to the requirements of NEPA.

 

Sustainability: This project is consistent with Sustainability Master Plan goals to enhance the pedestrian facilities in the public right-of-way and to encourage bicycle and pedestrian trips with increased connectivity to the Sacramento Northern Bike Trail.

The action requested supports the City’s General Plan goals of improving the transportation system, expanding public safety, creating a well-connected transportation network, conserving energy resources, reducing greenhouse gas emissions and air pollution, and do so while continuing to accommodate auto mobility.

Rationale for Recommendation: The Rio Linda Boulevard Bridge Replacement and Main Avenue Realignment Project was advertised for construction and a total of four bids were received on January 9, 2019. The results of the bids are summarized below:

The Engineer’s Estimate was $5,484,125.

 

After a thorough analysis of the bids received, two of the bidding contractors, Robert A Bothman Inc. and McGuire & Hester, were determined to be non-responsive. Staff recommends that the construction contract be awarded to the lowest responsive and responsible bidder, Viking Construction Inc.

 

Construction is anticipated to begin in March 2019 and to be completed by December 2020.

 

Additionally, a Request for Proposals (RFP) for construction management services was advertised on July 25, 2018. Three firms responded to the RFP and a selection panel comprised of staff from the Department of Public Works reviewed the proposals and shortlisted two consultant teams to interview.  From the shortlist, HDR Construction Controls Inc. was selected as the top ranked team. Staff recommends that a professional services agreement be executed with HDR Construction Controls Inc. for an amount not to exceed $1,245,820. This agreement will include construction management, inspection, materials testing, labor compliance and construction staking services.

 

Appropriating and transferring funds will allow for the award of the construction and construction management contracts.

 

Financial Considerations: The estimated total cost to complete design, right-of-way and construction activities for the Rio Linda Boulevard Bridge Replacement and Main Avenue Realignment Project (T15095200) is approximately $10.7 million. Upon receiving $6,876,126 (Federal Capital Grants, Fund 3703) in federal Highway Bridge Program funds, transferring $1,169,464 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Program (T15007200), and transferring $400,000 from the available fund balance of the Major Street Construction Fund (Fund 2007), the total budget for the Rio Linda Boulevard Bridge Replacement and Main Avenue Realignment Project (T15095200) will be $10,687,961. Upon approval of the appropriation and transfers there will be sufficient funding to award the construction contract to Viking Construction Company Inc. for an amount not to exceed $6,336,034 and to execute the Professional Services Agreement with HDR Construction Controls Inc. to provide construction management, inspection, materials testing, labor compliance, and construction staking for an amount not to exceed $1,245,820. 

 

There is sufficient funding (Major Street Construction, Fund 2007) in the State and Federal Grant Match Program (T15007200) and in the Major Street Construction Fund (Fund 2007) available fund balance to support the transfers to the Rio Linda Boulevard Bridge Replacement and Main Avenue Realignment Project (T15095200).

 

There are no General Funds planned or allocated for this project. 

 

Local Business Enterprise (LBE): The contract with HDR Construction Controls Inc. is a federally funded contract and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply.  LBE rules are held in abeyance.  The contract award will comply with all federal DBE participation requirements. HDR Construction Controls Inc. has pledged 9% DBE project participation, meeting the 9.00% DBE goal set for this contract. Similarly, the contract with Viking Construction Inc. is subject to DBE participation requirements with a goal of 10%. Viking Construction Inc. has met this goal by pledging 13.1% DBE participation.
