Recommendation

Adopt a Resolution: 1) authorizing the City Manager or City Manager’s designee to submit a grant application for up to $400,000 annually for FY 2020-2023 to the Sacramento Employment and Training Agency (SETA) and the Sacramento Works Youth Committee on behalf of Sacramento Works, Inc. to fund the Youth Employment and Training Program under the Workforce Innovation and Opportunity Act; and 2) authorizing the City Manager or City Manager’s designee to execute all agreements necessary to accept grant funds, and establish a grant project and related revenue and expenditure budgets for the grant funds, contingent upon receipt of grant award.

Issue Detail: The Department of Youth, Parks, & Community Enrichment (Department) is seeking approval to apply for the Workforce Innovation and Opportunity Act (WIOA) grant with the Sacramento Employment and Training Agency (SETA) for FY 2020 - FY2023. The amount of the grant annually is up to $400,000. The grant will allow continuation of the Department's Youth Employment and Training Program.

 

Policy Considerations: Per Resolution No. 2018-0235, , City Council approval is required because the grant amount exceeds $100,000.

 

Economic Impacts:  None

 

Environmental Considerations: This report concerns administrative activities that do not constitute a “project” as defined in Section 15378(b)(2) of the CEQA Guidelines (Title 14 Cal. Code Reg. § 15000 et seq.).

Rationale for Recommendation: Continued participation in the WIOA grant program is consistent with the Youth, Parks, & Community Enrichment Department’s Strategic Plan by committing to support youth development through youth employment.

 

Financial Considerations: If this grant is awarded, the Department will receive up to $400,000 annually over a four-year period to fund the Youth Employment and Training Program.  There is no required match for this grant; but to be competitive, the grant application includes a 25% in-kind match for staffing, services and supplies which are already included in the Department’s operating budget.

Background: In 2000, the U.S. Department of Labor replaced the Job Training Partnership Act with the Workforce Investment Act (WIA).  As of 2016, WIA is now known as the Workforce Innovation and Opportunity Act (WIOA). The Department of Labor allocates these funds through SETA to provide the services for the youth to successfully complete high school and transition into employment.

 

The WIOA Youth Employment and Training Program is a year-round program that requires agencies to provide work experience linked to 21st century skill development, academic learning, secondary school completion services, and leadership development opportunities for youth. The program includes adult mentors, comprehensive guidance and counseling, supportive services, and follow-up services for a minimum of twelve months after the youth leaves the program.

 

This unique grant supports continuing education, life skill building, and employment training. The program is delivered by the Department’s Youth Services Division.  The goal of the program is to transition high-risk youth from high school to employment and/or vocational training and education. The City has operated the WIOA Youth Employment and Training Program since 1989.  The program provides training and employment for 48 at-risk youth annually. The program supports approximately 22 staff positions.
