Adopt a Resolution authorizing the City Manager, or the City Manager’s designee, to: 1) enter into an Agreement with Kaiser Foundation Hospitals in an amount not to exceed $672,896 for a two-year period beginning January 1, 2019 through December 31, 2020; and 2) maintain the two Full Time Equivalent (FTE) Police Officer positions previously authorized by Resolution No. 1993-0714 and most recently maintained by Resolution No. 2017-0018.

Description/Analysis

 

Issue Detail: Kaiser Foundation Hospitals (Hospital), located in south Sacramento, wishes to enter into an agreement with the Sacramento Police Department (SPD) to provide security services within the Hospital and the surrounding area for a two-year period, starting January 1, 2019, and terminating December 31, 2020, for a total agreement not-to-exceed amount of $672,896. This agreement would provide identical services currently provided at the Hospital pursuant to City Agreement No. 2017-0176 that expired on December 31, 2018.  In addition, this agreement will continue funding for two Police Officer Full Time Equivalent (FTE) positions previously authorized by the City Council (Resolution No. 1993-0714).

 

Policy Considerations: Pursuant to Sacramento City Code 3.04.020, City Council approval is required to enter into an agreement involving income that is equal to or greater than $100,000.

California Environmental Quality Act (CEQA): This action is not subject to the California Environmental Quality Act (CEQA) because it does not constitute a “project” as defined in Sections 15378 and 15061(b)(3) of the CEQA guidelines.

Rationale for Recommendation: Since 1993, the SPD has entered into agreements to provide public safety services for Kaiser Foundation Hospital.  Most recently, the City Council has approved Resolution No. 2012-0411, Motion No. 2013-0325, Resolution No. 2015-0006, and Resolution No. 2017-0018 to continue public safety services. This agreement will enhance the SPD’s ability to provide effective public safety and security services by physically assigning officers within the Hospital and in the surrounding areas. The officers funded by this agreement will provide a direct connection between the hospital and immediate area and will assist in coordinating the response of specialty units in responding to and investigating crimes.

 

Financial Considerations: The expenses associated with the salary and benefit costs of the two existing FTE Police Officer positions will continue to be reimbursed by Kaiser Foundation Hospitals to the City. Should the agreement be terminated, the positions will be eliminated. There is no adverse impact on the SPD’s operating budget.
