Adopt a Resolution authorizing the City Manager, or the City Manager's designee, to: 1) enter into an Agreement with Sutter Medical Center for an amount not to exceed $1,345,784 for a two-year period beginning January 1, 2019; and 2) maintain the four Full Time Equivalent (FTE) Police Officer positions previously authorized by Resolution No. 2014-0117 and maintained by Resolution No. 2016-0032 and Resolution No. 2017-0061.

Description/Analysis

Issue Detail: Sutter Medical Center, Sacramento (Hospital), wishes to enter into an agreement with the Sacramento Police Department (SPD) to provide security services within the Hospital and the surrounding area for a two-year period, starting January 1, 2019, and terminating December 31, 2020, for a total amount of $1,345,784.

This agreement would provide identical services currently provided at the Hospital pursuant to City Agreement No. 2017-0530 that expired on December 31, 2018. In addition, this agreement will continue funding for four Police Officer Full Time Equivalent (FTE) positions previously authorized by the City Council.

Policy Considerations: The recommendations are consistent with Sacramento City Code 3.04.020 which requires City Council approval to enter into an agreement involving income of $100,000 or more.

Environmental Considerations: None

California Environmental Quality Act (CEQA): This action is not subject to the California Environmental Quality Act (CEQA) because it does not constitute a "project" as defined in Sections 15378 and 15061(b)(3) of the CEQA guidelines.
