Description/Analysis

Issue Detail: Staff recommends Council approve an agreement with UNICO Engineering for resident engineer, inspection, public outreach, and material testing services for the 3rd Street Relief Sewer Project. These services are needed to assure that the construction of the 3rd Street Relief Sewer Project complies with project specifications and plan requirements, stays within the allotted budget and schedule, and minimizes impacts to residents, businesses and traffic.

Policy Considerations: City Council approval is required for professional service agreements of $100,000 or more, per City Code 3.64.020. The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action.
