Issue Detail: The City of Sacramento is a member of the Regional Water Authority (RWA) and the RWA has recently updated its Integrated Regional Water Management Plan (IRWMP). In order for the City to be eligible for grants made under Proposition 1, the City must adopt the IRWMP 2018. RWA is a joint powers agency that serves the interests of 21 municipal water suppliers in the Sacramento Region and primarily within the American River Basin (ARB), including the City of Sacramento. Collectively, RWA members serve the water needs of two million people in five northern California counties.
As a requirement to obtain certain types of state grants, including grants made under Proposition 1 (the Water Bond of 2014), the stakeholders who apply for the grants must prepare an IRWMP. In November 2009, the California Department of Water Resources designated the RWA as the Regional Water Management Group (RWMG) authorized to prepare and implement an IRWMP within the ARB planning area. The RWA has collaborated extensively with regional stakeholders to develop a vision, principles, goals, and objectives to support the ARB IRWMP. The RWA, serving as the RWMG, adopted an update to the ARB IRWMP at a public meeting held on July 12, 2018.
