Description/Analysis

Issue Detail:  The Department of Utilities (DOU) Water Operations & Maintenance and Wastewater & Drainage Operations & Maintenance Divisions are responsible for the landscape maintenance and repair at various reservoirs, sumps, and wells located throughout the City.  DOU initiated a competitive bid process in order to award a contract for landscape maintenance services at these locations.  Staff recommends that City Council award Azevedo’s Landscape & Maintenance, Inc., a one-year contract with two one-year renewal options, for an amount not to exceed $316,360 for the maximum three-year term.

Policy Considerations: City Council approval is required for contracts of $100,000 or more.

Economic Impacts:  None

Environmental Considerations: The Community Development Department, Environmental Services Manager has determined that the proposed activity is exempt from the provisions of CEQA under Class 1, Section Number 15301, operation and maintenance of existing facilities.

Sustainability: Not Applicable

Commission/Committee Action: Not Applicable

Rationale for Recommendation: On January 17, 2019, DOU issued Invitation for Bid (IFB) B19141111017 for Sumps, Wells and Reservoir Landscape Maintenance.  The project was publicly advertised and four bids were received and opened on February 13, 2019.  Bids were received from Azevedo’s Landscape & Maintenance, Inc., Elegante Landscape LLC, Quality Landscape and New Image Landscape Company.

The bids were evaluated and Azevedo’s Landscape & Maintenance, Inc., was determined to be the lowest and only responsive bidder.  Therefore, staff recommends that City Council award a one-year contract with two one-year renewal options, for an amount not to exceed $316,360 to Azevedo’s Landscape & Maintenance, Inc.

The bid results are as follows:

VENDOR

BID AMOUNT

Azevedo’s Landscape & Maintenance, Inc.

$316,360.00

Quality Landscape

$574.470.00 (Non-responsive)

New Image Landscape Company

$679,522.86 (Non-responsive)

Elegante Landscape, LLC

$809,115.00 (Non-responsive)

Financial Considerations: The proposed agreement has a maximum three-year term, for a total amount not-to-exceed $316,360. Sufficient funding for, services through June 30, 2019 of this agreement, is available in the Department of Utilities FY2018/19 operating budget. Funding for the remaining first year term and succeeding years will be subject to funding availability in the adopted budget for the applicable fiscal year(s).

There are no general fund obligations for this agreement.
