Recommendation

Adopt a Resolution: 1) authorizing the City’s donation of surplus lighting arrestors, communication switching panels, and 31 fire cabinets from the Winn Park Building to the Pioneer Mutual Hook and Ladder Society; and 2) authorizing the City Manager or the City Manager’s designee to execute the attached Memorandum of Understanding with Pioneer Mutual Hook and Ladder Society for donation of the lighting arrestors, communication switching panels, and 31 fire cabinets.

Description/Analysis

 

Issue Detail: The City’s historic Winn Park Building located at 1616 28th Street was previously used as a Fire Alarm Dispatch and is currently vacant. The lighting arrestors, communication switching panels, and fire dispatch cabinets within the building are no longer utilized, and the proposed future use of the building requires their removal. The above-mentioned personal property has thus been deemed surplus property by City staff. Staff checked with other City departments to see if there was a need for the cabinets but found no interest. The Pioneer Mutual Hook and Ladder Society (PMHLS), which is developing a Fire History Museum in West Sacramento, has a need for the cabinets which have historical significance and can be used to showcase the history of Sacramento firefighters. Staff recommends the cabinets be donated to the PMHLS.

 

Policy Considerations: City Code Section 3.80.030(F) provides that surplus personal property may be donated to any charitable organization exempt under Section 501(c)(3) of the Internal Revenue Code by resolution of the City Council. Pioneer Mutual Hook and Ladder Society is a 501(c)(3) organization.

 

Economic Impacts:  None

 

Environmental Considerations: Under the California Environmental Quality Act (CEQA), continuing administrative activities, such as the donation of items recommended in this report, do not constitute a “project.” [CEQA Guidelines section 15378(b)(2).]

 

Sustainability: This donation will allow historic City property to continue to be utilized. Under the General Plan, Climate Action Plan Policies and Programs, this qualifies under HCR 2.1.14 Adaptive Reuse: “The City shall encourage adaptive reuse of historic resources when the original use of the resource is no longer feasible.”

 

Commission/Committee Action: None

 

Rationale for Recommendation: The lighting arrestors, communication switching panels, and fire cabinets in the Winn Park Building are no longer in use and have remained in the vacant building for many years. The upcoming renovations to the Winn Park Building require additional space for construction activities to renovate for a future tenant occupancy. PMHLS is developing a museum in West Sacramento and the surplus items would be used in their exhibits. City staff reached out to PMHLS since they work closely with the Sacramento Fire Department.

 

Financial Considerations: The cost to disassemble and move the old fire communication switching panels and cabinets is $14,900. The Winn Park Building Rehabilitation Project will pay for the services through the City Facility Reinvestment Program (C13900000). To enable preservation of the surplus cabinets, PMHLS will reimburse the Winn Park Building Rehabilitation Project $4,500. Upon receipt of the reimbursement, staff will adjust budget within the City Facility Reinvestment Program to reimburse the Winn Park Building Rehabilitation Project for the $4,500.  The cabinets will be moved to a City warehouse, and available for PMHLS pick up at PMHLS’ own costs.

 

Sufficient funding is available in the City Facility Reinvestment Program (C13900000) to disassemble and move the cabinets.
