Recommendation
Adopt a Resolution authorizing the City Manager, or the City Manager's designee to; 1) apply for U.S. Bureau of Reclamation (USBR) Central Valley Project Improvement Act Title XXXIV [CVPIA-3406(b)(13))] funding for Fiscal Years (FY) 2018/19 through 2022/23, for up to the maximum amount of $7,736,839 for the American River Floodplain and Side-Channel Restoration Project (Project); if awarded; 2) accept federal funds in the amount awarded by the USBR by executing the Cooperative Agreement and any subsequent modifications; 3) establish the American River Floodplain and Side-Channel Restoration Project (G14140400); and 4) establish revenue and expenditure budgets up to $7.7 million in the Habitat Management Element (HME) Fund (Fund 7104) for the American River Floodplain and Side-Channel Restoration Project (G14140400).

Description/Analysis

Issue Detail: The City-County Office of Metropolitan Water Planning (CCOMWP, also known as the Water Forum), recommends the City apply for funds made available through the USBR Central Valley Project Improvement Act [CVPIA-(b)(13)] to fund activities related to the Project for the next five years. Matching funds are not required.
