Issue Detail: The Department of Youth, Parks, & Community Enrichment is recommending an appropriation of $40,000 from the Park Impact Fees (PIF) (Fund 3204) available fund balance to Council District 4 Park Projects L19000300 for park signs. While the City Manager has the authority to increase project budgets up to $100,000, there is an overall limit of $100,000 per fiscal year in making appropriations from available fund balance. PIF collected from development projects are deposited into one fund. Appropriations are then made for park projects that benefit the residents and employees of the development projects for which the PIF was paid. By having City Council approve this funding allocation, the City Manager’s authority for transfers from the PIF fund balance for park projects for the remainder of this fiscal year will not be impacted by this $40,000 expenditure.
Policy Considerations: City Council Resolution No. 2018-0235, Section6.3, limits the total appropriations from fund balance per fiscal year to the cumulative amount of $100,000. In order to provide for flexibility to move funds to cover project costs for the remaining portion of fiscal year 2018-19, City Council approval is requested to make an appropriation of $40,000 for signs for District 4 parks from the PIF fund balance.

Environmental Considerations: This report concerns fiscal activities that do not constitute a "project" as defined by the California Environmental Quality Act Guidelines Section 15378(b)(4). Erection of new or replacement park signs is exempt from environmental review under CEQA Guidelines section 15301, existing facilities.

Rationale for Recommendation: The Department plans to install new signs in District 4 parks and is requesting an appropriation of $40,000. The goal of this action is to allow the Department flexibility to make appropriations for the remaining portion of this fiscal year from the PIF fund balance as needed to deliver or complete other park projects during the 2019 construction season.
