Description/Analysis

 

Issue Detail: The Youth, Parks, & Community Enrichment Department is seeking approval to award a contract in the amount of $166,700 to Olympic Land Construction for the Pannell Community Center Basketball Courts & Landscape Improvements project. The Sam and Bonnie Pannell Community Center Park is a 12.52-acre park located at 2450 Meadowview Road in Council District 8. The improvements will consist of grading, irrigation, landscaping, concrete walkways, asphalt paving and installation of new basketball equipment.

 

The formal bid process for this project has been completed and Olympic Land Construction has been selected as the lowest responsible and responsive bidder.

 

Construction of the Pannell Basketball Courts & Landscape Improvements project is expected to be completed by Summer 2019.

 

Policy Considerations: As stated in City Council Budget Resolution No. 2018-0235, Section 10.8, City Council approval is required to transfer appropriations exceeding $100,000.

 

City Code Chapter 3.60 provides that City Council approval is required to enter into construction agreements over $100,000.

 

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City. This is also part of the Park Development Process for park planning as stated in the 2005-2010 Parks and Recreation Master Plan.

 

Economic Impacts: The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

The park construction project in the amount of $166,700 is expected to create 0.66 jobs (0.38 direct jobs and 0.28 indirect jobs through indirect and induced activities). Furthermore, it will create $102,926 in total economic output ($64,875 of direct output and $38,051 of output through indirect and induced activities).

 

Environmental Considerations: The proposed project has been determined to be exempt from environmental review under California Environmental Quality Act (CEQA) Guidelines Section 15304, Minor Alterations to Land. The project consists of minor alterations to the park site and new landscaping, and does not include the removal of healthy, mature, scenic trees.

 

Sustainability: The Pannell Community Center Basketball Courts & Landscape Improvements project has been reviewed for consistency with the goals, policies, and targets of the City’s Sustainability Master Plan (SMP), the Parks and Recreation Sustainability Plan, and the 2035 General Plan. The Project will advance the goals, policies, and targets of these plans by improving the health of residents through access to a diverse mix of wellness and recreation activities. The park improvements are also consistent with sustainable design through the use of recycled materials and use of local vendors.

Rationale for Recommendation: The formal bidding process for the Pannell Community Center Basketball Courts & Landscape Improvements project was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bids were opened on October 31, 2018. Staff received four bids and the results are listed below:

The Engineer’s Estimate for this project was $150,000.

 

Pursuant to City Code Sections 3.60.020 and 3.60.360 E, it was determined that Olympic Land Construction offered the lowest responsive bid and is a responsible bidder. The contract will be awarded for the bid amount of $166,700.

 

Financial Considerations: The total project construction cost is $166,700. There is partial funding available for these improvements; however, a transfer of $150,000 of General Funds (Fund 1001) from Recreation Facility Improvements-Meadowview CIP (L19800204) to the Pannell Meadowview Community Center Landscaping CIP (L19146100) is needed in order to have sufficient funding to award the contract and cover staff costs for project management.

 

This is an existing park; the annual maintenance and utilities costs are covered in the

Department of Parks and Recreation’s operating budget for maintenance, water, and utility costs.
