Pass a Motion: 1) approving the scope and specifications for the Lighting Energy Efficiency Upgrade Phase 3; 2) awarding a construction contract to Green Energy Construction dba: Green Energy Products in an amount not to exceed $148,456; and 3) authorizing the City Manager or the City Manager's designee to execute the contract specified above.

Description/Analysis

Issue Detail: The Phase 3 Lighting Energy Efficiency Upgrades Project consists of replacing the existing lighting sources with light-emitting diode (LED) lamps and fixtures for all interior and exterior lighting at the following identified facilities.

* Sierra 2 Community Center
* Coloma Community Center
* Hart Senior Center
* East Portal Park Clubhouse
* Slider Clubhouse
* Woodlake Clubhouse
* Southside Clubhouse

The proposed upgrades are calculated to save $47,280 annually for a 3.14-year simple payback period. The reduction in energy usage will also reduce the carbon dioxide released into the atmosphere by 197 metric tons per year.

Policy Considerations: The recommendation in this report is in accordance with the provisions of City Code Chapter 3.60.

Economic Impacts: The recommended contract is expected to create 0.59 jobs (0.34 direct job and 0.25 jobs through indirect and induced activities) and create $91,662 in total economic output ($57,775 of direct output and another $33,887 of output in indirect and induced activities).
