Description/Analysis

 

Issue Detail: On February 5, 2019, the City Council approved the Fiscal Year 2018/19 Midyear Budget including priorities directly aligned with youth development and family investment. These strategies are in alignment with principles laid out in the Council-adopted Citywide Youth Development Campaign Plan including the need to focus increased investments in underserved youth and communities.

 

The grantee, South Sacramento Christian Center Church (SSCCC), provides children and youth programming at its Simmons Community Center. The Simmons Community Center is well known in Sacramento by its former name, Cal Skate, and is located on the corner of Mack Road and Stockton Boulevard (District 8). In recent years, SSCC reactivated Cal Skate into the current Simmons Community Center where it provides comprehensive support services for youth between the ages of 7-25 and their families.

 

Under this grant agreement, The Sierra Health Foundation: Center for Health Program Management (The Center), will serve as the SSCCC’s fiscal agent and project administrator, providing capacity building to support reporting and evaluation requirements. The Center is uniquely qualified to function as project administrator by leveraging the relationships and operational infrastructure of the Sierra Health Foundation, including over 30 years of grant making experience.

 

The SSCCC will provide a host of unique programs, direct services, and social engagement opportunities to children, youth, and their families at the Simmons Community Center beginning in May 2019 and continuing through June 2020 in the following five key areas: 1) Individual and Community Health and Well-Being, 2) Strengthening Families and Building Protective Factors, 3) Culturally Relevant and Meaningful Educational Opportunities, 4) Relationship-centered Youth Engagement, Safety and Mentorship, and 5) Economic Stability and Career Training.

 

Policy Considerations: The proposed action is consistent with the Council-approved Citywide Youth Development Campaign Plan.

 

Economic Impacts: There is vast research demonstrating that investing in young people can have long-term impacts both on an individual’s future outcomes and on the public in the form of broader tax base.

 

Environmental Considerations: The recommendation in this report is not a project under the California Environmental Quality Act (CEQA) because it does not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment, as contemplated by Title 14, California Code of Regulations, Section 15378(b)(4) and is, therefore, not subject to CEQA pursuant to CEQA Guidelines Section 15060(c)(3).

Rationale for Recommendation: Enrichment, recreational, and prevention programs like those provided at the Simmons Community Center create a safe space for youth and families to increase connection and support between the community.

 

Financial Considerations: Staff recommends the approval of the agreement for an amount not-to-exceed $350,000. The proposed agreement will allow the Center to receive 80 percent of the funds in advance. The remaining 20 percent will be withheld until a mid-term progress report of program activities and expenses is provided. There are sufficient resources in the Youth and Family Investments (I02001800) project to fund this agreement.
