Adopt a Resolution authorizing the City Manager or the City Manager’s designee to: 1) execute the first amendment to City Agreement No. 2019-0264 with the Sierra Health Foundation Center for Health Program Management in the amount of $35,000 for administrative services, for a new total contract not-to-exceed amount of $385,000; and 2) transfer $35,000 from the General Fund (Fund 1001) Administrative Contingency to the Youth & Family Investment Project (I02001800).

Description/Analysis

 

Issue Detail: On March 5, 2019, the City of Sacramento (“City”) entered into an agreement with the Sierra Health Foundation Center for Health Program Management (“Grantee”) to provide pop-up events every Friday night and occasional Saturday nights through June 2019 in targeted neighborhoods across the City. Pop-up events are focused on providing young people a safe space to engage in fun activities with adult allies. Additionally, on an as needed basis, pop-ups can also include community safe zones where all members of the public can participate in open discussions, receive assistance from community leaders and professional counselors, and receive information about neighborhood resources.

 

Upon tabulating and totaling the direct cost of pop-up events across the agreed timeframe, the parties discovered that the funds granted are entirely costed out, leaving no funds to allocate toward the administration and coordination of the portfolio of pop-up events. This amendment would provide an additional $35,000 for the administrative services that the Grantee will provide in connection with the pop-ups. The new not-to-exceed amount of the agreement would be $385,000.

 

Policy Considerations: City Council approval is required for this amendment because the City Council has not delegated authority to the City Manager to execute it. The proposed action is consistent with Resolution No. 2018-0235, and all programing conforms with the Council approved City-wide Youth Development Campaign Plan.

 

Economic Impacts: Not applicable.

 

Environmental Considerations: The recommendation in this report is not a project under the California Environmental Quality Act (CEQA) because it does not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment, as contemplated by Title 14, California Code of Regulations, Section 15378(b)(4) and is, therefore, not subject to CEQA pursuant to CEQA Guidelines Section 15060(c)(3).

Rationale for Recommendation: Amending the original agreement will enable the Grantee to dedicate the administrative overhead needed to ensure quality assurance and efficacy of pop-up events in accordance with the framework for children and youth programs outlined in the Citywide Youth Development Plan.

 

Financial Considerations: Staff recommends the transfer of $35,000 from the General Fund (Fund 1001) Administrative Contingency to the Youth & Family Investments Project (I02001800) that will be used to fund this First Amendment to City Agreement No. 2019-0264. Once the transfer is approved, there will be enough resources to fund the contract.
