Description/Analysis
Issue Detail: In an effort to make the Department of Utilities (DOU) campus on 35th Ave more drought tolerant and river friendly, coupled with the damage sustained to the existing landscape during the recent extended drought, DOU is proposing to re-landscape portions of the campus. The new proposed landscape consists of river friendly native plants, bioswales, permeable pavement, rain water harvesting cisterns, public training and classroom space, various water efficient irrigation technologies and systems, interpretive educational signage, picnic areas, electric vehicle charging stations and additional parking spaces. The new landscape will be utilized as a demonstration and training space for public education to educate City residents and businesses about water efficient landscape practices, low impact development strategies, and use of rain barrels and cisterns.
On November 2, 2018, the Department of Public Works issued an invitation for Bid B19014541005. Three companies bid on the solicitation on November 28, 2018. Upon evaluation of the bids received, staff noted that the listed quantity requirements on a few materials were imprecise, which led to confusion and a significant spread in the bid proposals. Therefore, staff recommended that the bid be rejected. On February 26, 2019 the bid was rejected by City Council.
The project was re-bid on Feb 26, 2019. Staff recommends that the City Council award the contract to the lowest bidder Sierra Valley Construction Inc, for an amount not-to-exceed of $638,713.
Policy Considerations: The recommendation in this report is in accordance with the provisions of City Code Chapter 3.60 and consistent with Administrative Policy 4002, Section 8.5 (b), which requires that award of bids for contracts $100,000 or more be approved by the City Council.
The project is also in compliance with City’s 2035 General plan policies U2.1.15 that require City to use water conservation gardens to demonstrate and promote water conserving landscapes; U 2.1.16 that require City to promote “River Friendly Landscaping’” techniques; U 4.1.5 that encourage “green infrastructure” design and Low Impact Development techniques and U 2.1.15 that promote the use of rain barrels and rain gardens to conserve water. The project is also installing Electric Vehicle (EV) charging stations at the campus, which is consistent with City Council adopted EV strategic goals of increasing EV adoption and the target of increasing household ownership of EVs from 2% to 35%.
Economic Impacts: The construction projects in the amount of $638,713 is expected to create 2.55 jobs (1.47 direct jobs and 1.08 jobs through indirect and induced activities). Furthermore, it will create $394,363 in total economic output ($248,570 of direct output and $145,793 of output through indirect and induced activities).
The indicated economic impacts are estimates, calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations: The proposed project has been determined to be exempt from environmental review under California Environmental Quality Act (CEQA) Guidelines Section 15304, Minor Alterations to Land. The project consists of minor alterations to the existing site, renovating existing landscaping, and does not include the removal of healthy, mature, scenic trees.
Sustainability: The upgrade of the 35th Avenue Demonstration Garden project is consistent with City’s Climate Action Plan policies requiring City to use water conservation gardens to demonstrate and promote water conserving landscapes; promote “River Friendly Landscaping’” techniques; encourage “green infrastructure” design and Low Impact Development techniques and promote the use of rain barrels and rain gardens to conserve water.
Commission/Committee Action: None.
Rationale for Recommendation: The formal bidding process for the 35th Avenue Demonstration Garden project was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bids were opened on March 20, 2019. Staff received three bids and the results are listed below:

The Engineer’s Estimate for the base bid project was $610,260 for the base bid and $702,730 for the base bid plus additive alternates.
Pursuant to City Code Section 3.60.020 and the bid solicitation provisions, it was determined that Sierra Valley Construction, Inc offered the lowest responsive bid, (based on the base bid plus the additive alternates). The contract will be awarded for the base bid and additive alternate improvements.
Financial Considerations: The Sierra Valley Construction contract is for an amount not to exceed $638,713. The total estimated costs for the project including planning, design and construction is $814,000. Currently, $564,000 has been allocated to the project. Staff recommends transferring $250,000 from the Water Fund Reserve (fund 6005) to the Facilities Improvement/Rehab Program (Z14140600). Sufficient funding for the project will be available after the transfer is made.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): At an LBE percentage of 47%, Sierra Valley Construction, Inc. exceeds the 5% LBE participation requirement.
