Description/Analysis

 

Issue Detail: The Department of Youth, Parks, & Community Enrichment is seeking approval to award a contract to Sierra Valley Construction Inc. for the Barandas Park Phase 2 Project. Sierra Valley Construction Inc. was the low bidder and the contract amount is $353,356. The work will include clearing and grubbing, grading and drainage, concrete flatwork, concrete mow strips, concrete pads, aggregate base, decomposed granite paving, rule signage, chain link fencing and gates, drinking fountains, concrete benches, trash receptacles, automatic irrigation system, shade trees and a plant establishment period.  Construction is expected to be completed by year end 2019. 

 

Manuel Barandas Park is a 11.3-acre community park located at 2805 Grasslands Drive, in Council District 4.

 

Policy Considerations: The City Manager is authorized to make appropriation changes not exceeding $100,000 by fund from available fund balance per City Budget Resolution No. 2018-02535, Section 6.3. Appropriation changes that exceeding $100,000 from a fund balance must be approved by City Council.

 

City Code Chapter 3.60 provides that City Council approval is required to enter into construction agreements over $100,000.

 

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

 

Economic Impacts: The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

The park construction project in the amount of $353,356 is expected to create 1.41 job (0.81 direct job and 0.60 indirect job through indirect and induced activities). Furthermore, it will create $218,174 in total economic output ($137,517 of direct output and $80,657 of output through indirect and induced activities).

 

Environmental Considerations: The proposed project is exempt from environmental review under California Environmental Quality Act Guidelines Sections 15301 and 15303. The project consists of the operations, repair and minor alterations of existing public facilities, mechanical equipment and topographic features (City Parks) and construction of small structures. 

 

Sustainability: The park improvements are consistent with sustainable design through the use of recycled materials and local suppliers.

Rationale for Recommendation: The formal bidding process for the Barandas Park Phase 2 Project was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bids were opened on April 17, 2019. Staff received eight bids and the results are listed below:

The Engineer’s Estimate for the base bid was $296,302 and $28,134 for all the additive alternates, for a total amount of $324,436.

The low bidder was determined on the base bid plus all additive alternates.

Pursuant to City Code Sections 3.60.020 and 3.60.360 E, it was determined that Sierra Valley Construction Inc. offered the lowest responsive bid and is a responsible bidder. The contract award is for the base bid plus additive alternates in the amount of $353,356.

 

Financial Considerations: The total project cost includes the base $324,066 bid plus additive alternates, in the amount of $29,290 for trash receptacles, 9” Concrete Mowstrip under the fencing, and providing 24” box trees for a total contract amount of $353,356.

 

There is insufficient funding in L19108100 to award the contract. Therefore, staff is seeking approval to transfer $106,000 from Quimby In-Lieu Fees (Fund 2508) available fund balance to the Barandas Park Phase 2 Project to award the contract and complete the project. There are adequate funds in the fund balance contingency for this area.

 

This is an existing park; the annual maintenance and utilities costs are covered in the

Department of Youth, Parks, & Community Enrichment’s operating budget for maintenance, water, and utility costs.

 

Local Business Enterprise (LBE): Sierra Valley Construction Inc. exceeded the 5% LBE participation requirement.
