Issue Detail: The Department of Utilities (DOU) operates two City water treatment plants. As part of the treatment and production process, quicklime is used to control corrosion throughout the distribution system and to help control taste and odor issues with potable water.
Policy Considerations: City Council approval is required for contracts of $100,000 or more.
Economic Impacts: None
Environmental Considerations: The purchase and use of chemicals is an ongoing activity at the City’s water and wastewater plants. The use of these chemicals is regulated by State permit requirements. The Community Development Department, Environmental Services Manager has determined that the proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378(b). The activity is a continuing administrative or maintenance activity, such as the purchase of supplies, and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).
Sustainability: Chemicals purchased under these contracts comply with Section 8 of the City’s Sustainability Master Plan to continue to treat and protect the quality of the City’s drinking water.
Commission/Committee Action: Not Applicable.
Rationale for Recommendation: On March 5, 2019, DOU issued Invitation for Bid (IFB) B19141111020 for Quicklime. The project was publicly advertised and bids were received and opened on March 27, 2019. One bid was received from Graymont Western US in the amount of $372,000.
Financial Considerations: Sufficient funds are available in the DOU FY 2019/20 Water Production Operations (14001111) Proposed Operating Budget (Water Fund 6005) to execute the agreement.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): The LBE program does not apply to contracts for supplies in excess of $100,000.
