Description/Analysis

 

Issue Detail: Parking on sections of 13th Street, 14th Street, 15th Street, and C Street in the Alkali and Mansion Flats neighborhood (see Exhibit A) is currently unregulated, so those areas are often occupied by vehicles for long periods of time, making it difficult for customers of neighboring businesses, as well as residents and their guests, to find convenient parking. The Alkali Flats and Mansion Flats Historic Neighborhood Association approves the City’s plan to implement uniform parking restrictions as a solution to provide convenient parking for the neighborhood and local businesses (see Exhibit B).

 

Policy Considerations: The recommendations in this report are in accordance with: 1) City Code Section 10.36.100, which prohibits parking in a business district or on street designated by resolutions during the days and hours indicated on such signs for a period of time longer than specified on such signs; and 2) the Central City Parking Master Plan goal to make parking safe, secure, attractive and convenient.

 

Economic Impacts: None.

 

Environmental Considerations: The current proposal involves restrictions to parking. The proposal is not a “project” in accordance with Section 15378 of the California Environmental Quality Act Guidelines. The implementation of these parking restrictions does not have a potential for resulting in either direct or indirect physical changes in the environment. Therefore, as determined by the City’s Environmental Services Planning Manager, no environmental review is necessary.

 

Sustainability: This action supports the City of Sacramento’s sustainability goals to improve and optimize the transportation infrastructure.

 

Commission/Committee Action: None.

 

Rationale for Recommendation: The Alkali and Mansion Flats Historic Neighborhood Association (“Association”) conducted outreach to impacted property and business owners and requested a parking occupancy study be performed on their behalf. The occupancy study was conducted between May 22, 2018 and May 31, 2018 and between June 26, 2018 and July 12, 2018 from 8:00 a.m. to 6:00 p.m.  It was determined that on average 62 percent of the available parking was occupied, which is enough to impact the businesses and neighbors of that area. The Association approved the City’s recommendation of regulating parking with two-hour restrictions to improve vehicle turnover and improve access to the neighborhood and local businesses.

 

Financial Considerations: The cost to implement the recommended parking regulation is estimated to be $2,500. Sufficient funds are available in the Department of Public Works, Parking Services Division’s Fiscal Year 2018/19 operating budget (General Fund, Fund 1001) to implement the recommended parking regulations.
