Pass a Motion authorizing the City Manager or the City Manager's designee to execute Supplemental Agreement No. 2 to City Agreement 2017-0871 with John Wootton Integration to provide on-call Programmable Logic Controller (PLC) and Supervisory Control and Data Acquisition (SCADA) programming services for a term of four years, for an amount not-to-exceed $300,000, bringing the agreement's total not-to-exceed amount to $397,000.

Description/Analysis

Issue Detail: Staff recommends Council approve Supplemental Agreement No. 2 with John Wootton Integration (Wootton) for on-call PLC and SCADA programming including: identifying PLC/SCADA system deficiencies and nonstandard practices, determining programming scope of work to implement requested modifications, and preparing a preliminary modification report with time and cost estimate for programming, testing, and operator training. After the report is reviewed and approved, Wootton will implement the recommendation in the report including Operator training and programming PLC code using new International Electrotechnical Commission standards.

The original agreement was awarded July 18, 2017, with a not-to-exceed amount of $65,000 for a one-year term. Work included converting five remote sites' PLC to Modicon Unity programming for integration into the SCADA network. Supplemental Agreement #1 was issued November 27, 2018 for an additional $32,000 to modify controls at the Sacramento River Water Treatment Plant.
